Job Summary
Under general supervision, this position is responsible for the compilation of all financial planning and analysis for the Town including the production of the Town’s budget, and management of various special projects.

•Develops, researches, and implements financial analysis; responsible for long range financial planning, strategy and modeling, and determination of financing requirements; analyzes revenue and expenditure projection, and manages the Town’s budget process in collaboration with the Finance Director and all other department directors, Town Manager’s Office and Town Council.
•Ensures budget compliance with state law, Town charter and code, and GFOA recommendations.
•Prepares periodic financial and sales tax reporting and analysis presented to Town Council and citizens; identifies the operational drivers of variances, accounting entries that need to be reclassified, and budget reallocations; maintains the external financial reporting on the Town’s website and ensures it is user-friendly and digitally accessible.
•Provides technical assistance to departments in the development of both current and future program cost structures to create a full understanding of the impact of proposed operational changes.
•Maintains and develops revenue and expense forecasting models which are used as a basis for the start of the following year’s budget; creates an in-depth understanding of operations in Town departments to understand how to translate proposed changes into appropriate financial trends; identifies appropriate performance measures.
•Manages the annual budget process and identifies trends that compare actuals to budget and proposes recommendations as to how to respond.
•Develops and maintains financial modeling that creates the ability to operationalize the strategic plans of the Town which includes a ten-year plan that ties together major capital requests with corresponding operational impacts; leads internal teams of directors and managers through the ten-year plan on an annual basis.
•Oversees Council agenda items, to include writing the summary memoranda and tracking items through the process.
•Updates and maintains the fiscal transparency tool on the Town’s website.
•Collaborates with departments to conduct periodic fee reviews and suggests changes; coordinates the development of a town-wide Fee Policy in conjunction with departments and the Town Manager’s Office.
•Tracks legislation that has a financial impact on the Town and provides related analysis to the Finance Director and Town Manager’s Office.
•Performs other related duties as assigned.
Minimum Qualifications
The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered.
Requires a bachelor’s degree in Accounting, Finance, Business or Public Administration, or a closely related field, supplemented by five (5) years of progressively responsible experience in finance and analysis with at least two (2) years in public sector budgeting; and three (3) years of supervisory experience.
Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.

Tools & Equipment
Requires frequent use of general office equipment, computer, computer software, and an automobile.
Physical Demands
Requires regular sitting, standing, walking, talking, handling, feeling or operating objects, stooping, kneeling, crouching, or crawling. Requires occasionally reaching with hands and arms, climbing and balancing. Requires minimal, occasional physical activity with light lifting, up to twenty (20) pounds. Requires close and distance vision acuity and the ability to adjust focus, allowing a broad field of vision. Employee must communicate clearly and effectively; must understand and be understood.
Environment
Work is frequently performed in a climate-controlled office environment. The noise level in this environment is usually quiet to moderate.

Hiring Salary Range: $98,139 – $120,220
