HIRING RANGE: $43.05/hour to $52.46/hour depending on qualifications and experience.

The City of Glendale is seeking a full-time City Engineer.  The City of Glendale is dedicated to pursuing top candidates to join our team.  We are searching for a highly skilled Information Systems Manager responsible for providing professional engineering services related to planning, design, construction, review and oversight of the City’s buildings and physical infrastructure.  Performs a variety of routine and complex assignments including administrative, skilled, technical, and supervisory while operating, maintaining, and repairing of the City’s collection and distribution systems, streets, parks, vehicles, generators, equipment and City buildings.  Perform professional and technical work in conjunction with the Public Works and Building Departments for the City of Glendale. Candidates must have strong organizational skills, the ability to learn quickly in a fast-moving environment, strong communication and computer skills, and detail oriented. The typical schedule is in-person during normal business hours – 8:00 am to 4:30 pm, five days per week- Monday through Friday.  Demonstrated technical skills to perform the duties and responsibilities outlined above and in general, using engineering practices as related to municipal engineering. A Bachelor’s degree in Civil, Mechanical, Electrical or Architecture (Building) Engineering from a four-year accredited college or university, registration as a Professional Engineer in Colorado, and 2 to 5 years’ experience in municipal or related engineering is preferred.

POSITION DESCRIPTION

TITLE: City Engineer                                              STATUS: Exempt

DEPARTMENT: Administration Department      EFFECTIVE DATE: 1/26

SALARY RANGE: $84,552.00 to $119,121.00      

HIRING RANGE: $89,552 to $109,116.00 depending on qualifications and experience.

GENERAL PURPOSE: To provide professional engineering services related to the planning, design, construction, review and oversight of the City’s buildings and physical infrastructure.  Performs a variety of routine and complex assignments including administrative, skilled, technical, and supervisory while operating, maintaining, and repairing of the City’s collection and distribution systems, streets, parks, vehicles, generators, equipment and City buildings.  Performs professional and technical work in conjunction with the Public Works and Building Departments for the City of Glendale.

SUPERVISION RECEIVED:  Works under the general supervision of the Public Works Director, City Manager, and their designee(s). 

SUPERVISION EXERCISED:  Exercises supervision either directly or through first-level supervisors over public works staff and building department staff as assigned.

ESSENTIAL DUTIES AND RESPONSIBLITIES:  Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Develops and implements policies and procedures to ensure efficient operation of engineering.
  • Maintains a close working relationship with Director of Public Works, City Manager, Fire Marshal, department heads, and staff.
  • Manages special projects as directed by Director of Public Works, including Cherry Creek corridor restoration projects, park and trail development, water system development, sanitary system development, transportation system development, stormwater system development and water quality preservation and improvement.
  • Provides technical engineering assistance to City planning staff in the review and processing of development applications and oversight of development projects.
  • Provides site engineering assistance to City Building Official in the review, processing and monitoring of building permit applications.
  • Provides engineering assistance with the review, processing and monitoring of Right of Way permit applications.
  • Provides technical engineering advice and assistance to Public Works Department, Police Department, Facilities Department and other departments, as needed.
  • Serves as Flood Plain Administrator under the Director of Public works; administers the flood plain development review and approval process.
  • Oversees permitting for City projects with State and Federal agencies, including but not limited to U.S. Army Corps of Engineers, the Colorado Department of Public Health and Environment, and the Colorado Department of Transportation.
  • Serves as the City staff representative to DRCOG, and other local and regional transportation agencies.
  • Prepares RFPs for professional services, hires and supervises consultant activities for City projects, assigns and monitors work of project consultants providing technical support and direction.
  • Prepares budget drafts for planned infrastructure improvements.
  • Prepares and administers grants, funding and budget evaluations for projects and assignments.
  • Oversees the inspection of construction quality and compliance with City engineering designs and standards.
  • Oversees the preparation of project plans, contract documents, bid proposals and contract/budget administration for City projects.
  • Attends City Council and Planning Commission meetings as required for presentations and providing engineering advice.

SPECIAL DUTIES:

  • Assists in the development of and implementation of City policies and procedures relating to the operation of the City.  Develops work plans.  Coordinates phases and materials of projects.  Offers recommendations for work improvement.
  • Develops and maintains safety practices and procedures.  Checks on methods used by City work crews to insure their safety and sees that protective devices and equipment are used where indicated.  Develops and presents safety meetings.
  • Serves and functions as the Administrative Contact for compliance with State of Colorado Water and Wastewater Facilities Operator Certification Board Regulation 100.
  • Other duties as required by ordinance, resolutions, or direction of the City Manager.
  • Responds to emergency call outs at any time.
  • Other duties as assigned.

PERIPHERAL DUTIES:

  • May coordinate work conducted by contractors with other departments.
  • May be called upon to oversee operations and supervises staff in the operation and maintenance of distribution and collection systems, building systems, streets, and parks.
  • Investigates complaints received by the Building Department; establishes and maintains comprehensive records of all business transacted such as complaints, inspections, investigations, notices served and permits written.

Necessary Knowledge, Skills and Abilities:

  • Excellent written and verbal communication skills with the ability to effectively communicate and interact with all levels of personnel within the City, including presenting information and responding to questions from the City Manager, City Council, Director of Public Works, City employees, State and Federal Agencies and the general public in a positive and cooperative manner
  • Ability to perform complex analytical work requiring a high level of expertise in making decisions regarding engineering functions
  • Ability and willingness to meet with the public in a positive and cooperative manner
  • Knowledge of engineering practices as related to municipal engineering, including but not limited to streets, paths and sidewalks, water systems, sanitary systems, lift stations, storm drainage systems, floodplain management and surveying.
  • Knowledge of construction industry and construction practices.
  • Knowledge of state and federal regulations regarding permitting for construction projects and activities.
  • Ability to read technical documents, plans, diagrams, specifications and blueprints.
  • Ability to organize, schedule and supervise diverse activities, operations and personnel.
  • Ability to create construction project documents, scope-of-work, standards, specifications, contracts, etc.
  • Ability to hold contractors accountable for appropriate completion of City projects.
  • Computer skills, including engineering software
  • Ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority.
  • Ability to exercise good, community-oriented judgment in the conduct of City business.
  • Ability to be team oriented and supportive of all members of the team. Can be a follower or caretaker, as well as a leader on the team, as the situation demands
  • Thorough knowledge and skills in the use of methods, materials, and tools used in construction and maintenance work and ability to apply this knowledge to work situations.
  • Knowledge of the operation and maintenance of tools, equipment, vehicles and machinery used in construction.  
  • Ability to effectively communicate the proper methods, procedures, and safety precautions and to follow CIRSA standards.
  • Thorough knowledge of distribution and collection systems.

DESIRED MINIMUM QUALIFICATIONS:

Education & Experience:

  • Bachelor’s degree in Civil, Mechanical, Electrical or Architecture (Building) Engineering from a four-year accredited college or university, registration as a Professional Engineer in Colorado, and 2 to 5 years’ experience in municipal or related engineering is preferred.
  • Valid Colorado driver’s license will be required.
  • Five years’ experience (5) or an equivalent combination of relevant education and experience.
  • Must be a U.S. citizen and/or have authorization to work in the United States.
  • Must be able to read and write the English language.

LICENSES, CERTIFICATES, & SPECIAL REQUIREMENTS:

  • Valid Colorado driver’s license or the ability to obtain them prior to employment and an acceptable driving record.
  • Must have proficiency with Microsoft office suite, including, Word, Excel, PowerPoint, and Outlook.
  • Training in Floodplain Management is desirable.

The above-mentioned certifications must be maintained as long as the employee is employed as a City Engineer with the City of Glendale.  The City of Glendale reserves the right to request employees to seek additional certification and training; if additional training and certifications are required to perform their job duties.

TOOLS AND EQUIPMENT USED: 

Computers include word processing, spreadsheet, database software, motor vehicles, telephone, two-way radio, fax, and copy machine.

PHYSICAL REQUIREMENTS:

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  The work is performed in office and outdoor settings.  Outdoor work is required in the inspection of various land-use developments, constructions sites, or Public Works facilities.  Hand-eye coordination is necessary to operate computers, various pieces of office equipment, heavy equipment, and tools.

While performing the duties of this job, the employee is routinely required to sit, stand, walk, use hands to finger, handle, feel, or operate tools, or controls; and reach with hands and arms.  The employee is occasionally required to climb or balance; stoop, kneel, crouch or crawl; talk, hear and smell.

The employee may lift and/or move up to 25 pounds and occasionally life and/or move up to 50 pounds with assistance.

The employee normally performs work on-site in a typical interior/office environment while performing the duties of this job.  Typical working hours are in support of the normal City business day, Monday thru Friday from 8 am to 5 pm, with either a ½ hour or 1 hour lunch period with the start or end of shift adjusted accordingly to provide coverage and support to Glendale residents and businesses.

While performing the duties of this job, the employee may work in outside weather conditions.  The employee may work near moving mechanical parts and in high precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock and vibration.

The noise level in the work environment is usually quiet in the office and moderate to loud in the field
