Job Summary: The Communications Manager is a salaried position responsible for developing, managing, and executing internal and external communication strategies that promote transparency and engagement in the community, as well as assisting with destination, event, and attraction marketing in support of economic development. This role is expected to perform the full range of duties independently, using sound judgment and initiative. While general guidance or occasional instruction may be provided for new or unique situations, the individual in this role typically develops and carries out assigned programs with minimal supervision. The Communications Manager may also take on lead responsibilities for specific projects or initiatives. The role performs a variety of technical and analytical work to design and produce external and internal communications materials, is responsible for monitoring and updating three websites, is responsible for monitoring social media and communicating on social media, and acts as a backup public information officer (PIO).

Pay Grade 6: Budgeted hiring wage range = $68,501.96 – $85,627.45

Job Responsibilities:

  • Develops and implement comprehensive communications for internal and external audiences.
  • Serves as an additional contact for media inquiries and public information requests.
  • Drafts, edits, and distributes press releases, newsletters, reports, blog posts, and official statements.
  • Reviews and edits materials produced by staff for clarity, consistency, and accuracy.
  • Assists with marketing, branding, signage, and multimedia content creation.
  • Manages the Town’s websites, creating engaging content, updating website images and content, and monitoring website content for accuracy, timeliness, and relevance on the consumer, government, and intranet websites.
  • Trains staff website contributors/editors.
  • Captures media(photos ,audio, video) of events, meetings and activities to support blog posts, media releases, and content across all platforms, including print and digital.
  • Maintain photo data base and provides requested photo assets to external and internal customers.
  • Assists with identifying photography needs and with planning and staffing photoshoots.
  • Leads the Town’s social media presence, including formulating strategy and guidelines, providing content, monitoring responses/messages, and responding to users.
  • Remains current on marketing and social media trends and makes recommendations on improving marketing and social media presence.
  • Formulates communications plans for special projects and creates flyers, posters and other materials, as needed, to support internal and external communication needs. This includes, but is not limited to, support of the Finance Department in preparing materials for the budget and the annual comprehensive report; of Human Resources in creating materials for recruitment, benefits, and training; and of Community Development for special project outreach and coordination.
  • Manages Town banner needs for Highway 9 and Main Street.
  • Acts as backup PIO to facilitate emergency communications, media relations, and public information dissemination during an emergency.
  • Maintains strong relationships in the countywide PIO group by regularly participating in monthly countywide PIO meetings.
  • Assists in coordinating media visits.
  • Attends all Town Council meetings and creates and distributes a recap of the meeting incoordination with the Town Manager, relevant departmental staff and the Communications Director.
  • Participates in committees and meetings as needed-including attending a weekly Communications, Marketing, and Culture staff meeting.

  • Attends Town and departmental training and meetings as appropriate or assigned.
  • Ability to function and make good decisions in the absence of a supervisor.
  • Communicates with Town of Frisco employees, citizens, customers and vendors in a professional, courteous and timely manner both verbally and in writing.
  • Performs other job duties/responsibilities as assigned by management.

Specific Knowledge, Skills And Abilities Needed For Position: Area Comments Education:

  • Required: A Bachelor’s Degree in Communications, Public Relations, Marketing, or a related field.

Computer Operations:

  • Required: Intermediate/advanced proficiency with computer skills including Adobe Creative Suite, WordPress, and Microsoft Office.

Licenses, Certifications Or Accreditations:

  • Required: CPR/AED & First Aid Certification (or ability to obtain within the first 6 months. Training provided by the Town.)
  • Required: Valid Colorado’s Driver’s License or the ability to obtain one in accordance with the State of Colorado.

Previous Work Experience:

  • Required five or more (5+) years’ experience in communications, public relations, journalism, or a similar field.
  • Preferred: two or more (2+) years’ in a municipal government or public sector communications.

Language Ability:

  • Required: Demonstrated ability to communicate effectively in English, both verbally and in writing.
  • Preferred: Demonstrated ability to communicate effectively in Spanish, both verbally and in writing.

Decision Making Ability:

  • Required: Demonstrated ability to function independently and make sound and reasonable decisions in the absence of supervisory guidance.

Other:

  • Required: Ability to pass a background investigation.
  • Required: Ability to complete basic PIO training within the first year.
  • Required: Ability to work long days and attend evening Town Council meetings.
