Position Overview:
The ability to have quality dialogue with residents is a Town priority. The Town’s Communications division strives to deliver accurate, engaging and innovative communications to the Castle Rock community. To assist in that effort, the Town requires a highly energetic, customer-driven professional who is truly committed to quality communication, sees the “big picture” and has strong communication instincts. The successful candidate must also be able to work closely with Town departments, assisting with communication strategies, marketing, resident outreach and participation, and general communications support of Town programs and initiatives.  

The Town of Castle Rock has an outstanding opportunity for a Communications Specialist or Sr. Communications Specialist in our Communications division. This position is responsible for providing lead-level oversight of the planning, development, implementation and coordination of Townwide communications and outreach programs. Work involves project management, website content management, social media management, media relations, crisis communications, and special events. They will perform duties in a manner consistent with the stated values of the organization.

Essential Duties and Responsibilities

  • Provides professional public relations, marketing, public participation and crisis communications services for the Town. May be assigned Town departments for particular liaison responsibilities
  • Develops key messages and plans communications tactics for Town departments and projects. Creates content in written and graphic formats
  • Works with contacts in departments Townwide to manage website and intranet content
  • Responsible for developing and executing social media strategies
  • Responsible for communications related to public participation campaigns; assists with election strategy
  • Maintains relationships with members of the news media to encourage coverage; responds to media queries
  • Plans and coordinates a variety of Town-sponsored events and initiatives
  • Responds to routine public inquiries and complaints in a courteous and timely manner
  • May be responsible for on-call duties as needed 

Minimum Qualifications

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:  Bachelor’s degree in communications, journalism, public relations or a related field

Experience:  At least three to four (3-4) years of increasingly responsible experience providing a wide range of public relations, communications and/or marketing communications services that includes working with a variety of issues in an advisory role

Knowledge, Skills, and Abilities:

  • Advanced knowledge of principles and practices of public relations, public participation and marketing
  • Knowledge of operational characteristics, services and activities of a municipal government
  • Excellent skills in oral and written communication
  • Ability to meet deadlines and juggle multiple projects in a fast-paced, often changing environment
  • Advanced knowledge of principles and practices of emergency or crisis communications
  • Advanced skill in working with social media
  • Skill in video production
  • Ability to coordinate and participate in a variety of community and public events
  • Ability to coordinate media relations and freelance programs
  • Ability to use technical design software to create a wide range of marketing and advertising pieces
  • Working knowledge of Microsoft Office products including Word, Excel, Outlook and PowerPoint
  • Ability to establish and maintain effective relationships with those contacted in the course of work
  • Ability to drive to and physically access meeting, event, project and incident sites in all weather conditions
  • Ability to respond to communications needs outside of regular business hours
