The County Manager directs and coordinates the operations of all County Departments through a collaborative approach with the Board of County Commissioners toward policy-making, community relations and employee engagement. Serving at the pleasure of the Board of County Commissioners, the County Manager is responsible for implementation of board policies, priorities, and strategic direction of Eagle County. In addition, the County Manager establishes collaborative local and regional partnerships, drives employee and community engagement, and fosters a culture of wellness, accountability and high quality services.

The County Manager is responsible for overseeing, planning, coordinating, monitoring and leading the Deputy County Managers and Department Directors. The position also acts as the county's budget officer, and provides day-to-day management of the organization, including oversight of all employment matters, plus the appointment, removal, and supervision of all non-elected department heads. The Manager also works with the Elected Offices and their staff to ensure compliance with county administrative policies.

Example of Duties

 

  • Facilitates community engagement by being a visible and highly engaged member of the community who forges intergovernmental relationships and promotes effective public communications and relations. 
  • Advances the strategic direction of the county. Sets clear expectations for county departments by providing active leadership, empowering Directors, inspiring employees to perform at their highest level, anticipating and removing obstacles and holding Directors accountable to deliver results and desired outcomes. 
  • Ensures fiscal accountability through aligning resources to the strategic plan; collaborating with department leaders to deliver budgets that are well planned and executed; monitoring overall budgets; and assisting in planning, problem solving and resource allocation for all county department through consultation with Directors. Acts as the county budget officer. 
  • Provides leadership to deputy county managers, directors and department heads by developing trusting and collaborative working relationships and coaching and mentoring the performance and professional development of county leaders.  Models continuous learning and growth.
  • Ensures county leaders demonstrate county values by modeling the county values of creativity, respect, engagement, accountability, team, excellence and service. Leads by example, treats others the way they would like to be treated, listens first, practices accountability, delivers results, shows loyalty and extends trust. Holds others accountable if appropriate values or behaviors are not being demonstrated.

 

Qualifications

Minimum Education: 

  • Bachelor's degree in public administration, business administration or related field from an accredited college or university

Preferred Education: 

  • Master's Degree in public administration, business administration or related field from an accredited college or university

Minimum Work Experience and Qualifications: 

  • 10 years of progressively responsible leadership and management experience. 
  • Generalist leadership experience in a similar agency and a thorough understanding and appreciation of governmental finance, budgeting, dynamics of collaborating with a full-time Board and county operations.

Preferred Work Experience and Qualifications: 

  • Prior county government experience.

  • Thorough knowledge of local government operations, finance, and public relations
  • Knowledge of best practices in resort counties
  • Demonstrated leadership and management skills 
  • Proven results developing and leading strategic projects, fostering innovation and continuous quality improvement 
  • Politically savvy
  • Consumate communicator with the ability to relate to diverse constituents
  • Ability to build strong relationships with elected officials and constituents
  • Excellent team leader with the ability to provide clarity about Eagle County's mission, vision and values in ways that excite, motivate and commit individuals at all levels of the organization and within the community
  • Decisive, visionary leader with the ability to set clear expectations, and deliver results and desired outcomes
  • Strategic systems and analytical thinker, with the ability to translate the County Commissioners' priorities, goals and outcome metrics into daily operations

Licensure, Certification or Registration: 

  • Valid Colorado drivers license is required when driving county vehicles
