What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The expected staring salary for this position is $84,604 – $109,000. Please note that $109,000 is not a ceiling if you are successful and continue to advance in the job. We also offer generous benefits for full-time employees which include but is not limited to:

Location

In this position you can expect to work two (2) days in office, with three (3) days work from home. In office days will be at the Wellington E. Webb Municipal Office Building located at, 201 W. Colfax Ave., Denver, CO 80202. Office hours are 8:00AM – 5:00PM, Monday – Friday. Due to the job demands start times are flexible. Please note this position requires to be on call 24/7 for weeks in the year to respond to critical incidents.

Who We Are

The OIM seeks to ensure accountability, effectiveness, and transparency in the DPD and DSD disciplinary processes by:

Monitoring internal affairs investigations involving uniformed DPD and DSD personnel
Making recommendations on findings and discipline
Publicly reporting on patterns of complaints, findings, and discipline
Making recommendations regarding policy issues; and,
Promoting alternative and innovative means for resolving police complaints, such as mediation

What You'll Do

Under the supervision of the Independent Monitor and working alongside other members of the OIM, the Deputy Monitor will:

Review Internal Affairs investigations conducted by members of the Denver Police Department, Denver Sheriff Department, and Department of Public Safety
Assess the sufficiency of those investigations and make persuasive recommendations to cure any identified deficiencies
Conduct analyses of policies and procedures, assess national standards for constitutional law enforcement, and work with the Monitor to make recommendations regarding changes to the policies and procedures of the Denver Police and Sheriff Departments
Actively monitor officer-involved shooting and in-custody death investigations. NOTE: must be available for a periodic on-call schedule to respond to crime scenes, including (sometimes) at night
Help draft internal memoranda and public reports, and work on other projects, as assigned by the Monitor

What You'll Bring

Our ideal candidate will have some or all of the following:

Juris Doctor Degree
At least three (3) years of investigative or legal experience
Demonstrated interest or experience in criminal justice oversight

Required Minimum Qualifications

Education requirement: Master’s Degree or Juris Doctor
Experience Requirement: Two (2) years of experience reviewing, conducting, or supervising administrative or criminal investigations; practicing law; or working in the criminal justice field
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements
License/Certifications: Colorado Bar membership not required. The position will not act as a legal advisor or otherwise function as a lawyer of the City and County of Denver. Successful candidate will be required to pass a rigorous background investigation
