FUNCTION: The Director of Purchasing shall facilitate the administration and coordination of all NJC purchasing activities including, but not limited to: implementation of the purchasing policies and procedures, adherence to the state of Colorado purchasing practices, procurement rules, communications, etc. providing routine staff development/in-service training to all College staff; asset and inventory management; and, contract coordination.

SCOPE: The Director of Purchasing is to provide high quality procurement services in support of the diverse NJC population (students, faculty, staff, and community); therefore promoting the institutional commitment to provide exceptional educational programs and services by creating opportunity to achieve a greater level of professional excellence. The Director will be responsible for facilitating the expenditure of NJC funds in a manner that assures the greatest ultimate value per dollar expended. Will be expected to create and maintain goodwill through open communication and relationships with employees, vendors, and the general public; accordingly establishing a strong foundation of honesty, integrity, and fairness to all with ethics being paramount. 

RESPONSIBILITIES: The Director of Purchasing shall be designated by the Colorado Community College System as the purchasing delegate for NJC as an institution to oversee the purchasing and procurement functions and thus to conduct such activities for the College. 

Responsible for the supervision and control of purchasing activities Serve as the single contact with purchasing and vendors Ensure compliance with all State Purchasing Rules Use the Colorado Operations Resource Engine (CORE) system Advise and assist college staff on procurement practices, laws, rules, regulations, etc. Maintain an efficient asset and inventory control system Maintain an efficient receiving/warehousing system Assist the Vice President with real estate and contract management Administer the Procurement Card Program Be responsible for any other duties as assigned by the Vice President 
SUPERVISION RECEIVED: Reports to the Vice President for Administrative Services of the College. 

SUPERVISION GIVEN: Directs and coordinates the operations of purchasing/procurement for the College. 

EXPERIENCE AND QUALIFICATIONS: Experience in purchasing or accounting, preferably in a governmental environment. Preference will be given to those who also have experience in education. Ability to read, comprehend, and apply purchasing policies, procedures, and practices. Must demonstrate effective written and oral communication skills, initiative, leadership, responsiveness, enthusiasm, innovation, contribution, excellence in performance, ethics and teamwork. 

EDUCATION: Bachelor's degree from an accredited college or university is preferred. Degree must be in business administration, finance, economics, or a related field. 

SPECIAL CONDITIONS: This position will have periods of long work hours and key deadlines requiring extra effort. Occasional in-state travel involved. Individual must adhere to the very highest level of ethics in all areas.

SALARY: Commensurate with experience and education with a salary range of $40,000-$50,000.
