Essential Functions / Knowledge, Skills and Abilities
ESSENTIAL JOB FUNCTIONS:

Implements the policies of the Board of Commissioners of the Arvada Urban Renewal Authority (AURA) in acquiring property, marketing property, encouraging and fostering development, and managing the administrative and financial affairs and operations of AURA.

Works with developers within the parameters set by the AURA Board regarding the sale and redevelopment of property owned by AURA or other property within the urban renewal district.

Responsible for negotiating and closing complex real estate and land development deals.

Works closely with developers and local officials concerning the development process, permits and applications, and public hearings and approvals needed for development.

Prepares a plan for and markets the district as a site for retail, residential, office and commercial relocation and development.

Supervises professional staff.

Manages the financial operations of AURA including bond issues, debt management and bond refinancing. Prepares annual AURA budget.

Participates in city-wide long range planning functions.
KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of urban renewal processes, practices, and urban renewal implementation and accomplishment.

Knowledge of related areas of law, real estate practices, development operations and practices, municipal operations, approval processes and review processes.

Ability to communicate effectively and knowledgeably with government officials, private citizens and developers, property owners and elected officials.

Ability to organize and prioritize complex tasks and multi-faceted operations related to the urban renewal project.

Highly developed ability to prepare and analyze data on a broad spectrum of subjects including: statistics, finances, demographics, marketing information and strategies, and real estate development.

Proven judgment in developing, supporting and defending conclusions and directing staff to take appropriate actions related to such conclusions.

Ability to effectively utilize limited financial and staff resources.

Ability to operate a motor-vehicle to travel to and from off-site locations to support/attend business meetings, training and related events.
Qualifications – Working Environment / Minimum Qualifications
REQUIREMENTS: Bachelor's Degree in Business Administration, Public Administration, Governmental Affairs, or Finance and Accounting. Ten years combined experience in property development, urban redevelopment, economic development, real estate or property management, coupled with a strong financial and marketing background. Significant government experience necessary. A valid Colorado driver’s license and acceptable driving record is required.
