The Denver Public Library (DPL) is a growing urban library system that serves the City & County of Denver. Salary range: 100K – 125K

The main offices for the HR Department are located at the Central Library in downtown Denver, which does not offer free parking. We do offer the EcoPass, and the building has easy access to public transportation.

About You

As the Human Resources Manager, you will be an integral member of the Human Resources team, providing on the ground execution of the people operations functions, specifically with a DEI (Diversity Equity & Inclusion) lens at the Denver Public Library.

Our ideal candidate has a wide variety of experience in:

  • Managing daily people operations for the HR Operations department.  

  • ​Direct reports include: four Human Resources Business Partners (HRBPs) and one strategic recruiter.

  • Provides overall guidance to the HR Ops team and organization by overseeing talent strategy, workforce development, retention, leadership development, diversity equity and inclusion initiatives, compensation, employee relations, and conflict resolution processes.

  • Establishes and implements HR efforts that effectively communicate and support DPL’s mission, vision and values.

  • Develops HR plans and strategies to support the achievement of the overall HR operations objectives, such as a talent and recruitment strategy.

  • Makes recommendations for improvements/enhancements to DPL’s HR policies and procedures.  Manages and executes regular updates to the Employee Guidebook. 

  • Co-leads DPL’s annual review process in partnership with the Learning and Development team.

  • Manages or conducts the completion of exit interviews. 

  • Consults with the City Attorney Office (CAO) as appropriate or as directed by the HR Director, on matters related to employee relations. 

  • Manages or conducts investigations. 

  • Coaches leaders on actions related to employee relations.

  • Recommends, evaluates, and participates in staff and leadership development and talent management.

  • Participates in steering committees and special projects.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

  • Education requirement: Bachelor's Degree in Business Administration, Human Resources, or a related field.

  • Experience Requirement: Five (5) years of professional level human resources experience including four (3) years supervising staff. 

    • Nine (9) years of professional level experience is strongly preferred

    • Four (4) years of HR supervisory experience is strongly preferred 

    • Preference will be given to candidates who possess experience in the following areas:

      • Full cycle recruitment

      • Compensation

      • Leadership & Development 

      • Employee Relations

      • Workforce Development

      • Change Management

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional Info:

  • This position operates within a hybrid model that consists of both remote work and in-person office work two days a week. The on-site is located in downtown Denver, next to the Civic Center.
