Job Title: Information Technology Director

Department: Information Technology

Classification: Exempt

Position Summary: Responsible for managing IT operations and strategic oversight for the City’s Information Technology Department consistent with the organization’s values and mission statement.

Supervision Exercised and Received: Position works under the general supervision of the Administrative Services Director. Exercises direct supervision over the Network Application Administrators, IT Support Supervisor,and ERP Analyst.

Hiring Range:  $126,445 – $142,251

Salary Range:  $126,445.00 – $189,668.00

 

Essential Job Functions:

Management

  • Provides overall management, direction, mentoring, coaching, supervision and coordination for Information Technology Department operations and special projects in order to carry out the City goals, objectives, programs, and priorities for information technology services.
  • Works with management, customers, City staff and IT staff exploring the feasibility and impact of implementing computer and communications related technology in the City. Assesses technical feasibility and impact upon existing resources, evaluates alternatives, and makes recommendations for overall strategy, implementation priorities, and specific hardware and software products. 
  • Provides strategic direction for the future of the City network metro fiber infrastructure, data centers, switching infrastructure, cloud based infrastructure, computing systems, and Aspen Community Broadband (ACB) business
  • Makes recommendations regarding hiring, discipline, termination or advancement of employees. Schedules employees, assigns work, and monitors progress; guides, trains and develops employees in the accomplishment of their duties and professional growth; writes and conducts evaluations.
  • Ensures IT policies, standards, guidelines, operating procedures, and best practices are followed; oversees cybersecurity trainings, policies and procedures.
  • Partners with departments in the management of tools and resources for the city intranet, city website and virtual work options.

System Implementation and Support

  • Recommends and establishes standards and procedures for the implementation and operation of network and departmental computer, communications and phone systems. Works with customers to establish system implementation priorities. Consults with customers to determine how IT can support their implementation of technology solutions.
  • Develops and manages an IT strategic plan.
  • Provides project management for major network implementations including alternative analysis, RFP development and evaluation, implementation scheduling, and quality assurance.
  • Provides technical support as needed.
  • Ensures that operating procedures, standards, and guidelines are followed; oversees cyber security standards and guidelines.
  • Manages the city’s technology repair and replacement program.  Oversees the repair and replacement plan and procedures, purchasing of equipment.

Financial Management

  • Works with customers to develop, present the Information Technology Internal Service Fund.
  • Manages the Information Technology Plan and the associated long range capital budget.
  • Consults with department directors on technology budget needs, meeting or updating IT strategic plan, forecasting funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures and ensure alignment within an IT governance structure.

Staff Supervision

  • Manages and coordinates the teams providing customer support, network services, and infrastructure development and maintenance.  Establishes team goals, strategies, and priorities. Monitors and evaluates team and individual performances.

Customer Support

  • Oversees desktop support activities and priorities and the work order system along with A/V assistance, telework virtual tools and telecommunication managements.  Manages and evaluates IT customer service metrics.
  • Works with other IT staff in a team approach to providing customer support services. Accepts requests for service, determines appropriate response, troubleshoots problems, refers problems to appropriate individuals for solution, follows up to assure problems have been resolved, and maintains service records.
  • Ensure IT staff availability to address urgent technology-related needs outside of regular business hours.

Minimum Qualifications:

Education: Bachelor’s degree from an accredited college or university with major course work in computer science, information systems or a related field.

Experience: Six years professional information technology experience including three years supervisory and project management experience. Experience with fiscal structure and environment of government agencies, preferably at the local government level.

Technical Knowledge: Must be proficient in the following areas: Cybersecurity, Microsoft desktop applications and Microsoft servers, Software-as-a-Service (SaaS) applications, telephone and voice services, and a basic understanding of computers and networking.

  • Knowledge of electronic equipment, computer hardware and software, including applications and programming.

Licenses & Certifications:

Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate: Has experience in the specific technologies currently utilized by the City, professional certifications in Microsoft and Cisco, and/or a Master’s degree in computer science, management information systems or related field.

NOTE:  This position requires a Criminal Background Check upon hire.  Employment is contingent upon successful completion of a Criminal Background Check. 

Position Type and Work Hours:

  • Regular full time, hours may vary with workload.
  • Evenings/Weekends frequently (weekly) will be required depending on department needs and special projects.
  • Ensure IT staff availability to address urgent technology-related needs outside of regular business hours.
