Job Summary
The University of Colorado Boulder encourages applications for a Manager of Policy and External Relations! This is a key role in the Office of Government and Community Engagement (OGCE), in the Chancellor’s office at the University of Colorado Boulder. The position supports the Associate Vice Chancellor (AVC) for Public Policy and the campus community with its state and federal policy and external engagement work and initiatives and serves as a liaison between campus and the CU System office of government relations to help further the campus’s government relations and public policy goals and strategies. This position manages the state legislative analysis and feedback process for the campus, assists with the federal earmark process, and supports tours, meetings and events for elected officials on campus. The position will also support the AVC and other members of the team and campus leadership in meeting broader strategic goals of public policy and external engagement.

What Your Key Responsibilities Will Be
Management of state and federal policy analysis, feedback and reporting:
- Under the direction of the AVC for Public Policy, manage the state legislative prioritization and feedback process as well as the development and implementation of advocacy plans with campus and system partners. With direction from the AVC, manage the campus federal legislative feedback, earmark funding request process and assist with federal regulation analysis.
- Draft legislative analysis reports, summaries and updates for campus leadership.
- Be responsible for timely communication between system and campus regarding state and federal legislative work.
- Coordinate with the campus budget office to help assess the fiscal implications of proposed legislation.
- Be responsible for maintaining a record of campus positions and input on legislation.
Communications and external constituent support:
- Manage and/or draft legislative and congressional engagement or testimony by members of the campus community in conjunction with campus and system partners.
- Serve as liaison to the CU System office of government relations, to quickly respond to constituent requests, requests for tours, meetings and more.
- Develop policy and advocacy letters, presentations, and other communication.
- Collaborate with campus partners such as Strategic Communications to identify and communicate campus policy priorities and achievements to the general public. Serve on cross-functional teams and committees to support this work.
External and community engagement:
- Help identify and support external public policy partnerships and opportunities.
- Develop a broad understanding of campus units’ work, along with strong relationships on campus and with system partners, in order to meet policy goals. Help identify university experts and/or contacts for various requests and opportunities.
- Represent AVC, OGCE and campus professionally with government officials, campus and system leadership, and other external VIPs.
- Manage processes with campus partners and appropriate external and governmental entities to provide student internship opportunities.
Project support:
- Support additional external engagement strategies and opportunities.
- Schedule and support critical high-level meetings, tours and events.
- Provide project management support for strategic projects and initiatives.
What You Should Know
- This position offers a primarily in-office work modality with some (primarily local) travel required.
What We Can Offer
- The annual hiring range for this position is $69,500 – $80,000.

What We Require
- Bachelor's degree and 3+ years of experience working in areas related to advocacy and/or policy analysis, preferably at the state and/or federal level.
- An equivalent combination of education and experience may substitute.
