Organization Background
Formed in 2024 through an intergovernmental agreement between Clear Creek County and its municipalities, the Clear Creek Regional Housing Authority (CCRHA) represents a shared commitment to addressing one of the region’s most pressing challenges; housing affordability and attainability for residents and workers. CCRHA serves the communities of Empire, Georgetown, Idaho Springs, Silver Plume, and unincorporated Clear Creek County, working to create innovative, equitable, and locally driven housing solutions.
As a newly established organization, CCRHA is building the framework for sustainable growth through developing programs, partnerships, and policies that expand access to quality housing for the people who make Clear Creek County thrive. Position Overview
The Executive Director, in collaboration with and under the oversight of the Board of Directors (BOD), serves as the chief executive of CCRHA, responsible for leading the Authority’s strategic vision, operations, and partnerships.
This position offers a unique opportunity for a visionary, entrepreneurial leader to build and grow a regional organization dedicated to advancing workforce and resident housing opportunities. The Executive Director will be responsible for launching and administering new programs, cultivating relationships across the public and private sectors, and fostering a culture of innovation, integrity, and collaboration.
Qualifications
Education:
- Bachelor’s degree or higher in Urban Planning, Public Administration, Business, Finance, Economics, Social Sciences, Real Estate, or related field.
- A certificate in affordable housing management may be considered in lieu of a degree and will be prioritized
Experience:
- Minimum of three (3) years of professional experience in housing, planning, community development, or related field.
- Minimum of three (3) years in a management or leadership role, with responsibility for staff, programs, or budgets.
- Demonstrated experience in one or more of the following:
- Intergovernmental collaboration
- Public-private partnerships
- Grant and contract administration
- Program development or implementation
- Affordable or workforce housing initiatives
- An equivalent combination of education and related work experience will be considered.
Key Responsibilities
- Report directly to the Board regarding operations, programs and administrative functions as requested by the Board.
- Develop and implement strategic plans aligned with CCRHA’s mission, goals, and community priorities.
- Create policies, programs and initiatives that expand affordable and attainable housing options.
- Establish the organizational structure, internal policies, and systems necessary to deliver high-impact programs.
- Identify and pursue funding opportunities, including grants, partnerships, and public-private collaborations.
- Perform other duties as assigned by the Board.
- Promote the “STED” principles that guide CCRHA’s values (Sensible, Transparent, Equitable, and Defensible) in all operations and decision-making.
Board Relations & Governance
- Serve as primary advisor to the BOD and act as liaison between board and staff.
- Provide regular updates on activities, financial performance, and strategic initiatives toBOD and member local governments.
- Collaborate with the BOD on policy development, goal-setting, and performance measures.
- Ensure timely submission of required monitoring data and reports.
Community Engagement and Partnership Development
- Represent CCRHA in regional and statewide housing forums, building relationships with government, nonprofit, and private sector partners.
- Coordinate with local member municipalities and service providers to align efforts and share resources.
- Educate and engage residents, employers, and community stakeholders on housing issues and solutions.
- Identify barriers to affordable housing and work collaboratively to remove or reduce them.
Program and Financial Management
- Oversee daily operations, staff, and consultants to ensure efficiency and accountability.
- Prepare and administer annual budgets, contracts, and grant-funded programs.
- Perform all management functions necessary for completing the annual audit
- Ensure compliance with applicable local, state, and federal regulations.
- Monitor program performance, financial health, and organizational outcomes.

Special Requirements
- Valid Colorado Driver’s License and reliable transportation.
- Ability and willingness to obtain a Colorado Real Estate Broker’s License within 18 months of hire.
- Must pass a background check (prior convictions may not automatically disqualify employment).
- U.S. citizenship or legal authorization to work in the United States.
- Must maintain regular office hours and an active presence within the communities served by CCRHA.
