Duties and Responsibilities:

Technical Functions:

  • Provides transportation engineering analysis, design, and construction management expertise:
    • Supports engineering consultants in the design of roadways, signs and markings, traffic signals, sidewalks, trails, bicycle facilities, transit facilities, and speed mitigation devices.
    • Assists as the Town’s Traffic Engineer representing transportation policies, plans, and projects at internal and external stakeholder meetings.
    • Collaborates with the Engineering and Planning staff on public and private investments in transportation infrastructure.
    • Reviews and approves Traffic Control Plans and street closures for private activities.
    • Guides Town departments on traffic operations and safety through interdepartmental coordination with Police, Operations and Maintenance, and Parks.
    • Reviews codes and standards for compliance with State and Federal requirements and in coordination with the Town’s Transportation Mobility Plan.
    • Maintains knowledge of Americans with Disabilities Act and applies it to capital, maintenance, operations, and development review projects.
    • Maintains knowledge of project management and transportation technology.
  • Supports the Transportation Manager in building and maintaining the transportation network:
    • Reviews subdivision plats, site plans, traffic studies, travel demand management plans, permits, and related documents.
    • Collaborates with colleagues to implement the Comprehensive Plan, Transportation Mobility Plan, and related long-range planning documents.
    • Aids the Town at public meeting and hearings as a technical resource.
  • Advises the Town Operations & Maintenance Division in management of infrastructure and assets:
    • Supports development and implementation of asset management systems.
    • Coordinates with operation and maintenance on the pavement management program including pavement rating, rehabilitation strategies, and prioritization.
    • Makes recommendations on capital investments and maintenance practices.
    • Coordinates bridge inspection, maintenance, and capital projects with Colorado Department of Transportation.
    • Develops signal timing plans using operational analysis software and traffic technologies.
  • Supports the mobility and transportation planning efforts including:
    • Elevating planning analysis through the development of cost estimates, concept plans, and operational alternatives.
    • Identifying solutions supporting micro mobility, transit, parking, economic development and placemaking programs.

 

Administrative

  • Monitors project funding and regional partnership opportunities. Prepares grant projects through Federal, State, and Regional Council programs in coordination with Finance (Grants Team)
  • Prepares, presents, and reviews Council agenda items and staff reports. Presents information to public groups and other public and private agencies and at Council meetings.
  • Responds to customer concerns, inquiries, and requests for service, including traffic and speed related concerns.
  • Supports the multi-year transportation capital improvements program with the transportation Manager and in collaboration with the Town Engineer.
  • Collaborates with engineering colleagues to coordinate, educate, and advise on best practices.
  • Performs related work as required and assigned.

 

Safety

  • Takes safety precautions, anticipates unsafe conditions, and acts accordingly to prevent incidents.
  • Responsible for the safety of self, others, materials, equipment, assigned facilities, and the public.
  • Fosters a positive safety culture for the division and department.
  • Investigates safety incidents and collaborates with the Risk Manager to implement safety measures.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering or a directly related field.
  • A minimum of four (4) years of experience with the planning, design, and construction of transportation and mobility infrastructure.
  • Registration as a Professional Engineer (P.E.) with the Colorado State Board of Professional Engineers and Land Surveyors is required or the ability to obtain a Colorado P.E. within one year.

 

A combination of education and experience may be considered.

 

Desired Qualifications:

  • Leads with verbal and written communication skills, including the ability to demonstrate strategic topics tactfully and effectively with the public, and ability to make clear, effective, and professional presentations.
  • Excellent analytical skills to interpret and draw conclusions from a variety of data sources.
  • Certification as a Professional Traffic Operations Engineer (PTOE) and Project Management Professional (PMP).
  • Advanced degree in transportations planning, engineering, or a related field.
  • Certification as a Traffic Control Supervisor.
  • Proven and effective experience in local government. Experience with neighborhood traffic mitigation programs and delivery of “Vision Zero” efforts.
  • Direct experience with regional collaboration. Experience managing complex multimodal transportation design and construction projects including administration of grants and other federal funding sources.
  • Policy level experience with land use planning and procedural knowledge of land development review.

 

Job Expectations:

  • Ability to respond to emergency situations during and outside of normal work hours.
  • Ability to regularly attend evening meetings such as Planning Commission and Town Council.
  • Ability to work under pressure and manage multiple priorities.
  • Must be able to operate a motor vehicle safely to various Town facilities and at times other locations to perform the duties of the position.  A motor vehicle record will be pulled through the background check.
