About the RiNo General Improvement District:
River North (RiNo) is Denver’s creative hub, home to artists and creative industries, vibrant businesses and studios, with historically diverse neighborhoods that recognize and celebrate the cultures that make up our city. RiNo is also one of the most popular destinations in the city for entertainment and dining, attracting visitors and creating new opportunities for the community.
The RiNo GID was formed in 2015, alongside the RiNo Business Improvement District (BID), and serves to “promote the health, safety, prosperity, security and general welfare of the inhabitants” of the district. The GID helps to plan, fund, and implement infrastructure improvements and maintenance within the GID boundaries. By funding the neighborhood projects and enhancements that reflect the unique character of the neighborhood, the GID is particularly focused on delivering the placemaking aspects of the district. GID initiatives to date have included enhancements to Brighton Boulevard, ensuring the community is clean and safe, providing funding support to increases in open space within the neighborhood, and installing and maintaining a variety of ROW enhancements.
The RiNo Art District is served by three complementary entities, each with a range of responsibilities to the neighborhood and report to their own Boards of Directors:

Position Summary:
The first Executive Director of the RiNo GID is responsible for providing strategic leadership, operational oversight, and implementation of infrastructure projects and initiatives to ensure the effective delivery of services to the community. This position works under the direction of the Board of Directors and is responsible for managing all GID operations, personnel, finances, and external relationships in alignment with Board priorities and statutory requirements.
KEY RESPONSIBILITIES
Leadership & Strategy
- Serve as the primary advisor to the Board of Directors on policy, planning, and operational matters.
- Develop and implement the GID’s work plan, goals, and objectives.
- Promote a culture of transparency and accountability throughout the organization.
- Draft an Annual Report to show progress on the GID’s main priorities.
Community & Intergovernmental Relations
- Develop and maintain relationships with appropriate City agencies and members of City Council to assist in timely delivery of projects and services.
- Act as liaison between the GID and the City, community members, and partner organizations, including the RiNo Business Improvement District and the RiNo Arts District.
- Represent the GID at community and public meetings.
- Maintain strong, collaborative relationships with RiNo stakeholders to advance the GID’s mission of a clean and safe District.
Operations Management
- Direct and oversee day-to-day GID operations, planning, programs, and services, at the direction of the GID board including but not limited to:
-Installation and maintenance of public art, wayfinding, and other ROW
-infrastructure enhancements funded by the GID
-Urban Forest Initiative
-Wayfinding and Signage
-Brighton Blvd ROW enhancements maintenance and upkeep
- Ensure compliance with all city, state, and federal laws and regulations.
- Develop and implement administrative policies and operational procedures.
- Financial Oversight
- Prepare, present, and manage the annual budget in coordination with the Board.
- Ensure sound financial practices, including timely invoicing, budgeting, forecasting, audits, and reporting.
- Oversee procurement, contracts, and capital planning.
Board Relations
- Assist the Board in agenda development and provide accurate, timely, and complete information to support decision-making.
- Implement Board directives and communicate updates on operational progress and challenges.
- Ensure compliance with all Public Records requirements.
QUALIFICATIONS:
Education & Experience
- Bachelor’s degree from an accredited college or university in Business Administration, Public Policy, Urban Planning, or related field is required. A combination of education and relevant experience may be considered in lieu of a degree.
- Minimum 5 years of progressively responsible experience in public sectormanagement.
- Experience working with or for a city agency, special district, or similar public entity highly desirable.
Knowledge, Skills & Abilities
- Deep understanding of public administration, budgeting, City and County of Denver processes, and regulatory compliance.
- Strong leadership and interpersonal skills with the ability to manage projects and programs.
- Excellent written and verbal communication skills, including public speaking.
- Strategic thinker with strong problem-solving and project management capabilities.
- Ability to work effectively with elected officials, staff, community members, and diverse stakeholders.
Compensation:
The estimated range for this role is between $125,000-$135,000, depending on
experience. RiNo GID offers a benefits package including health, dental and vision
