Summary

The Manager, Medicaid Policy is responsible for monitoring, analyzing, and interpreting federal and state Medicaid legislation, regulations, guidance, and budget proposals. The Manager, Medicaid Policy identifies policy concerns, proposes solutions, makes recommendations, and implements Medicaid policy positions and actions. This position publicly represents CHA and develops strong working relationships with government officials, CHA executive staff, CHA members, and other outside stakeholders.

Essential Job Duties and Responsibilities:
General:

Provide technical assistance and policy expertise to internal stakeholders, external partners, and member organizations.

  • Serve as a subject matter expert in meetings with legislators, regulators, and coalitions at both the state and federal levels.
  • Track and forecast potential impacts of changes to Medicaid Section 1115 waivers, managed care regulations, DSH payments, FMAP changes, and other key programs.
  • Represent the organization in policy workgroups, advisory councils, and advocacy coalitions.
  • Collaborate across teams to support cross-cutting work in behavioral health, maternal health, and health equity initiatives.
  • Stay well-informed of current market trends, Medicaid policy issues, and other developments affecting hospitals, health systems and health care and proactively identify recommendations based on opportunities and threats.
  • Deepen expertise in assigned focus areas, including working with members, other Colorado and national stakeholders, policymakers, and additional outside resources to create an informed perspective.
  • Ensure effective project management of a large number of regulatory and legislative projects, including issue tracking, risk management, communication management and evaluation.

Policy Development & Advocacy:

  • In partnership with CHA leadership, develop and implement the Association’s objectives and strategies on priority Medicaid matters such as behavioral health and Medicaid payment mechanisms.
  • Secure the Association’s policy goals and agendas while negotiating with stakeholders and policy makers on regulatory or statutory changes
  • Draft briefing memoranda, changes to legislation and regulation, talking points, fact sheets, testimony, progress reports, white papers, and other strategic communications consistent with the Association’s policy positions.

Member Engagement, Stakeholder Relationships, Communication

  • Build, maintain, and grow strong working relationships with state policy makers, hospital administrators, subject matter experts, health care organizations and other key stakeholders
  • Ensure CHA policies are communicated with internal and external stakeholders with the highest level of professionalism, accuracy, and effectiveness
  • Develop policy positions in partnership with members, advocate for effective outcomes, and communicate results through thorough analysis of research, member feedback, stakeholder insights, and other data sources.
  • Actively collaborate, as appropriate, with the American Hospital Association, state hospital associations in the region and nationally, other relevant health care organizations, academic and business organizations

Knowledge, Skills and Experience required (unless otherwise noted):

  • Bachelor’s degree in social sciences, economics, public policy or political science, health care, business administration or related field (advanced degree preferred)
  • Minimum of five years’ experience in policy research, program implementation, and stakeholder engagement with three years’ regulatory experience in health care or related area of public policy (preferably in Colorado or with Colorado stakeholders)
  • Experience with public policy research, data analysis and interpretation, and both objective and persuasive communications
  • Successful management of projects or programs with fixed deliverables
  • Demonstrated creativity and out-of-the-box thinking on policy issues 
  • Knowledge of the unique issues facing hospitals and the broader spectrum of health care delivery and payment systems (preferred)
  • Knowledge of various health care payment systems and health care financing (preferred)

  • Working conditions are normal for a fast-paced office work environment.
  • Requires frequent day-travel within the Denver metro area and occasional overnight travel
  • Requires infrequent weekend and/or evening work.
  • Presentation of technical material in group settings required occasionally.
  • Individuals may need to sit or stand as needed.
  • Requires walking primarily on a level surface for periodic periods throughout the day.
  • May include lifting up to 25 pounds for files on a regular basis. Proper lifting techniques required.
