Developmental Pathways (DP) has an opportunity for a Vice President of Community Affairs to join our Executive Team. This is an executive-level position providing strategic leadership and oversight for Community Engagement and Public/Government Affairs functions. Specifically, the role is focused on advancing issues affecting the disability community, with a high degree of public-facing engagement and responsibility, including:

  • Oversight for legislative & policy work
  • Representation at state, community & company events
  • Stakeholder engagement – funders, families, community partners
  • Ongoing community relationship building & advocacy

The Vice President of Community Affairs will focus on directing the community engagement department and initiatives, including Mill Levy programming, as well as overseeing the Director of Government Affairs and related disability policy and legislative research and advocacy. This role will collaborate closely with the communications team on public-affairs related communications projects, campaigns, public relations, and fundraising strategies to broaden the impact of programs.

The environment is a hybrid work setting, working as needed in our Aurora office, and off-site locations. The position will require motor vehicle travel.

We are a designated Case Management Agency (CMA) for long-term care services and are one of Colorado’s Community Centered Boards (CCB), connecting people to federal, state, county, and private funding. We are also Colorado’s largest Early Intervention (EI) provider and help connect young children to essential resources, serving the City of Aurora in addition. The salary range for this role is $175k-$200k, compensation commensurate on experience.

Qualifications

Required

  • Bachelor’s degree in human services or related field, Master’s degree preferred
  • Eight to ten (8-10) years of experience in community engagement, public affairs, or a related human services field, including demonstrated success at the Director level or above  
  • Eight to ten (8-10) years of leadership experience, including oversight of senior leaders and multi-departmental functions
  • Deep knowledge of Federal and State Medicaid Waiver statutes, regulations, and requirements
  • Demonstrated track record of exceptional strategic planning and project leadership
  • Demonstrated track record of program development and public engagement
  • Strategic visionary with strong analytical ability, sound judgment, and an organizational “big picture” perspective; ability to direct complex functions and make executive-level decisions
  • Intelligent, articulate, possessing excellent oral and written communication skills; ability to represent and educate the organization effectively with boards, funders, government bodies, and community stakeholders
  • Well-versed in organizational systems and strategic planning 

Key Responsibilities

  • Serves as the executive leader and primary spokesperson for Community Engagement and Government Affairs, aligning departmental strategy with overall organizational goals
  • Partners closely with the CEO and executive team to set and execute strategic priorities, initiatives, and long-term growth plans
  • Leads the development and execution of high-impact community programs, partnerships, and public policy strategies
  • Ensures organizational readiness, operational excellence, and scalability for future growth and expansion
  • Drives cross-functional collaboration and identifies key media, advocacy, and policy opportunities to advance organizational objectives
  • Oversees all department operations, including staffing, performance management, hiring, coaching, and resource allocation
  • Manages budgeting, financial forecasting, and funding compliance in partnership with finance and board stakeholders
  • Builds and maintains strategic relationships and represents the organization with board members, legislators, agencies, and community partners
  • Monitors legislative and policy developments, advising executive leadership on risks, opportunities, and strategic responses
  • Establishes policies, ensures regulatory compliance, and maintains transparent, accurate reporting and decision-making processes
