Job Summary:
The Research and Evaluation Program Manager at CIVHC leads project management and revenue diversification efforts across both the Research and Evaluation teams. This role provides leadership in overseeing project execution, cultivating client and partner relationships, and advancing program development to ensure the successful delivery and long-term sustainability of CIVHC’s evaluation and research services.
The Program Manager will collaborate with Research and Evaluation Analysts, business development, community engagement, and the Data Access and Impact department to scope projects, establish accurate timelines, monitor deliverables, and serve as the primary point of contact for partners. By guiding processes and aligning stakeholders, the Program Manager ensures projects are completed on time, within scope, and with meaningful impact.
A key responsibility of this role is driving revenue diversification by identifying opportunities, partnering with internal teams to develop proposals, and fostering sustainable relationships with external organizations and prospective clients – including state, federal, and philanthropic funders.
Supervisory Responsibilities:
- While the Program Manager provides leadership and oversight of projects and deliverables, this position does not include staff supervision.
Duties/Responsibilities/Essential Functions:
Research & Evaluation Project Management:
- Project management oversight: Develop and execute long-term work plans with multiple contributing partners and overlapping deliverable deadlines.
- Communicate with partners and internal team members to create and execute feasible contract components, including project proposals, scopes of work, and analytic plans.
- Organize and lead project meetings (kick-off, status, review).
- Enter new opportunities and contacts in Salesforce, and generate and monitor Inspire Planner project workflows, portfolios, and visualizations.
- Document decisions, changes, and lessons learned.
- Manage change control and scope creep.
- Facilitate post-project debrief and lessons learned sessions to continually improve data project management processes and increase efficiency.
- Create and implement training modules for new hires.
Research & Evaluation Client Engagement & Revenue Diversification:
- Strategic partner relationship management: Identify and initiate connections to federal, state, and private philanthropic grant funding mechanisms.
- Maintain regular communication with partners as the primary point of contact.
- Monitor and track partnership engagement, conversations, and decisions related to each assigned account and related opportunities.
- Resolve any issues and problems faced by customers and manage complaints to maintain trust.
- Achieve monthly, quarterly, and annual account growth targets set by the Director of Research, Evaluation, and Innovation.

Education and Experience:
- Bachelor's degree or five years of relevant experience in place of education requirements
- Current Project Management Professional credentials or certification preferred.
- 1-3 years of project or program management experience and software, such as Monday.com, Salesforce, Inspire Planner, and agile projects.
- 1-3 years of client interaction, including but not limited to scoping projects, building project plans, and maintaining client relationships throughout an engagement.
- Experience in fundraising and supporting sustainability funding sources.
- Experience in leading complex large scale projects with a track record of successful execution.
- Experience in authentic community engagement, data equity principles, and meeting facilitation.
Physical Requirements: Primarily computer-based work with extended periods of sitting, typing, and concentration. May occasionally require light lifting of office materials.

Working Environment:
This position is based in Denver, Colorado and only applicants that live within commuting distance to Denver, or plan to relocate to a commutable distance will be considered for this role. Limited relocation assistance may be available for out of state candidates. CIVHC operates in a hybrid work environment with a requirement of at least 1-day per week in the office.
This position involves long-term sitting, computer /desk work, some walking and standing, minimal light lifting, in an office environment. Virtual, phone, and in-person communication. Some overnight travel may be required, less than 5%.

Compensation and Benefits:
The salary range for this position is $85,000 – $95,000 annually, based on relevant experience, education, and internal equity.
