Job Title: Commercial Loan Officer
Reports To: Executive Director
FLSA Classification: Non-exempt

JOB SUMMARY

The Commercial Loan Officer must have a working knowledge of commercial lending, business financial statements and credit analysis. This position is responsible for preparing loan application packages and working with clients before, during and after the loan process. This position markets the Region 9 Business Loan Fund (BLF) and business services to consumers, banks and Federal and State lending institutions. The Commercial Loan Officer will market the BLF program through personal visits to banks, businesses and clients; distribution of collateral material; speaking to appropriate groups; seminars/workshops.  The position is also responsible for loan portfolio oversight, management & growth; past due loan collections; and special asset management. Other duties include loan write-ups and presentations to the Loan Committee as well as coordinating services with the SBDC such as client referral, trainings and counseling. This position also interacts with a variety of governmental funding partners.
 

SKILL/KNOWLEDGE REQUIREMENTS

This person should:

  • Have a degree in a related field, with proven written and oral communication skills.
  • Have proficient understanding of commercial lending, credit analysis, and business financial statements. Minimum of 3 years of experience as a commercial lender.
  • Have the ability to learn and utilize the Margill loan database and possess competency of computer programs such as Excel, Outlook and Word.
  • Able to develop, maintain and build good working relationships with financial institutions, businesses, community members, volunteers, staff, board, and consultants in which the District works.
  • Have a comfort level to present in front of groups of stakeholders and potential clients at events, workshops, and classes.
  • Excellent customer service skills and attention to detail.
  • Ability to brainstorm, solve challenges and remove barriers for businesses looking to apply for loan funds.
  • Some travel and in-person meetings are required.

PRIMARY JOB RESPONSIBILITIES

1. Contract and Grant Administration (weekly as needed). The Commercial Loan Officer (CLO) will participate in the administration of the contracts and grants that provide funding for the Business Loan Fund. The CLO will assist as needed in the preparation of quarterly and semi-annual reports and drawdowns, as well as all reports requested by funding agency though their appropriate software systems.   Finally, the CLO, in conjunction with appropriate staff, will apply for additional loan funds/contracts as needed. This includes, but is not limited to the following funding sources:

  • Community Development Block Grant (CDBG) Business Revolving Loan Fund (BLF)
  • Economic Development Administration (EDA) RLF
  • USDA Intermediary Relending Program (IRP) and Rural Microentrepreneur Assistance Program (RMAP). 
  • CO Start Up Loan Funds
  • CO State Forest Service Loan Funds
  • Regional Housing Alliance Development Fund 
  1.  Interviewing prospective loan clients (daily as needed).  The CLO will meet with prospective loan clients, document all inquiries for the BLF program, and work with the public for the intake of applications. This will involve screening and referring those not prepared to submit a viable loan application to the Small Business Development Center, and other appropriate resources, and working with targeted industry and business sector clients who are ready to prepare a viable loan package.
  2. Credit Analysis and Loan Application Summary (monthly as needed). The CLO works with clients and the loan staff to compile a complete and detailed loan package per the guidelines of the relevant program. The loan summary will include the narrative portions of the credit analysis as well as overview of the business plan (market, sales, costs, employees current and projected, etc.), and a summary of the deal describing sources and uses of capital, collateral analysis, and recommended amount and terms of the BLF loan. The CLO is responsible for making sure clients have submitted all materials needed for the Loan Committee meeting. CLO will be responsible for communicating and following up on these requirements to their clients. This will include checking the application for accuracy; credit analysis; review of business plan, business financial statement analysis and pro forma projections, description of proposed collateral, credit report and history, personal financial documentation and verification. The credit analysis will include a spread of historical and projected income statement and balance sheet data, comparison with industry averages, financial ratio analysis, trend analysis, cash flow analysis, and a demonstration of the ability to repay the debt. 
  3. Loan Committee Meetings (monthly as needed). The CLO will participate in all loan committee meetings, providing support with compiling materials, finalizing the agenda, and loan application summaries. 
  4. Prepare Loan Documents (as needed).  The CLO will prepare loan documents, conduct loan closings and ensure loan documents are properly signed. 
  5. Loan Performance Data (daily).  This includes providing historical data and statistics on the loan program funds for the Board of Directors and grant reports, including the portfolio report, quarterly loan loss adjustment report, write-offs and annual reports and charts. 
  6. Post Loan Closing (monthly). The CLO will follow up with clients to obtain material and missing items needed for the loan file and will communicate with clients to ensure files are complete for quarterly reviews. CLO will conduct site visits and client check-ins to minimize potential defaults.
  7. Loan Servicing (daily). The CLO will work with the loan staff on necessary loan servicing, collection, and accounting of loan portfolio.  The CLO will assist in making monthly past due calls, follow up on Job reporting gathering of receipt, and overall preparation for third party audits.
  8. Technical Assistance (on-going). The CLO will provide Technical Assistance to all prospective and current loan clients as identified and needed. This includes referrals to, and promotion of, other resources such as incentives like the Enterprise Zone Tax Credits, loan grant support, and programs such as the Southwest Colorado Accelerator for Entrepreneurs (SCAPE) and the SBDC.
  9. Lead Generation/Outreach/Presentations/and Program Development. The CLO will assist in the development of a pipeline of prospective clients. This will be accomplished through presentations on behalf of the District at conferences, workshops, and through direct outreach to referral sources such as bankers, the Small Business Development Center, and other organizations. Additionally, as able, the CLO will seek opportunities for creating and developing new loan program opportunities that meet the needs of entrepreneurs.
  10. Portfolio/Financial Management (at least quarterly). The CLO position will oversee the overall portfolio health this includes:
  11. Review financial statements of existing loans, at least annually, for viability and identify any trends for concern.
  12. Identify any credit deterioration in assigned portfolio and take action to prevent potential losses such as restructuring loans, securing additional collateral, etc.
  13. Serve as the Special Asset manager and value the District’s assets prior to year end. This includes but is not limited to equity and other real estate owned (OREO).
  14. Develop annual plan for Strategic Business Loan Fund growth.

ADDITIONAL RESPONSIBILITIES

  • Respond to written and verbal requests for information and represent the District in community, regional and state meetings as requested.
  • Help promote all activities of the District (i.e. Enterprise Zone) and other programs being offered through the State of Colorado (i.e. grants, incentives, programs) that could benefit the businesses in the District.
  • The CLO will keep record of all loan software programs, passwords, and processes for cross training purposes.

Extensive computer work and sitting, fast pace, multi-tasking, shared office environment, ability to drive, read, and have a normal range of vision and hearing.  Public speaking is required.
