About the Unit
This position works in the Colorado High Performance Transportation Enterprise (HPTE) which was created in 2009 as an independent, government-owned business within CDOT but is overseen by a separate Board of Directors that includes external stakeholders from four geographic regions appointed by the Governor. HPTE is now doing business as the Colorado Transportation Investment Office (CTIO). CTIO is an “enterprise” for purposes of Section 20 of Article X of the State Constitution as long as it retains the authority to issue revenue bonds and receives less than 10 percent of its total revenues in grants from the state and local governments.
In 2024, the Colorado legislature passed, and the Governor signed, SB 24-184, which significantly expanded CTIO’s responsibilities to include implementation of new fee funds, derived from vehicle rentals, which are dedicated to supporting the state’s transit and rail programs. The law specifically notes Front Range Passenger Rail and Mountain Rail between Denver and northwest Colorado as areas of focus for these project dollars. This law significantly expands CTIO’s already existing responsibilities to pursue transit and rail projects.
CTIO has the legal responsibility to aggressively seek out opportunities for innovative and efficient means of financing and delivering important surface transportation infrastructure projects in the state. It has the statutory power, among others, to impose tolls and other user fees, to issue bonds, and to enter into contracts with public and private entities to facilitate Public-Private Partnerships (P3s).
Your duties and responsibilities will include, but are not limited to, the following:
Strategic Planning, Financial Planning and Management, Program Management
- Identifies, develops, and implements a plan and guidelines for sources of CTIO funding. =
- Primarily responsible for overseeing CTIO’s debt portfolio, which includes debt issuances in different stages.
- Identifies best methods to incur debt that will support upcoming goals/projects, works with lenders to explore funding strategies, verifies repayments are made, and creates all necessary reporting and disclosure work for the debts.
- Implements key strategic initiatives and identifies all available financial resources to deliver the full suite of multimodal projects including transit, rail, and express lanes.
- Balances planning needs, available funds, project design and execution, and ultimately procurement requirements when determining which projects can be accelerated.
- Continuously monitors CTIO’s needs and priorities, as well as best national practices being used in other states, to support the identification of projects and initiatives supportive of the Enterprise goals and objectives.
- Primarily responsible for developing and implementing annual and monthly budget management activities for personnel and operating expenses, as well as project budgets.
- Oversees revenue forecasting, resource allocation, and legislative analysis to ensure all financial information is accurate and consistent.
- Tracks expenditures office-wide and in all programs, including development of standardized processes and ensuring information regarding expenditures is readily available to all applicable office staff.
- Oversees the work of consultants, including prioritizing assignments required by the contract.
Stakeholder Engagement and Relations
- Leads collaborative business partnership efforts with federal partners, local governments, other transit agencies, industry, trade groups, communities, and private parties.
- Develops consensus among internal and external stakeholders to support strategies, funding, and project implementations.
- Communicates CTIO's experience and progress to the state legislature and joint budget committee.
- Serves on task forces, committees and working groups associated with complex and politically controversial projects and programs, along with interdepartmental groups to formulate policies and procedures for CTIO.
Policy Development
- Ensures that CTIO conducts a comprehensive review of policies and procedures in light of the passage of SB 24-184 and any future legislation and updates them to align with legislative priority.
- Works with CDOT divisions and teams to ensure that planning requirements are met, including transit and rail planning requirements included in SB 24-184.
- Ensures that CTIO priorities are aligned with CDOT Ten Year Planning priorities and that staff’s focus on projects is consistent.
- Formulates policy and financial planning considerations to bring to the CTIO Board of Directors for consideration.
- Examines the fiscal, economic and political impacts of policy and procedural changes.
- Prepares briefings, presentations, policy briefs, talking points or other materials as necessary.
- Engages in strategic policy discussions with stakeholders to advance legislation.
Supervision and Human Resources Management
- Supervises staff including
- Administering the performance program to include providing regular performance feedback.
- Coaching, mentoring, and training employees.
- Monitoring work for quality control and efficiency.
- Resolving personnel or project problems using insight and experience.
- Implementing policies and procedures in a fair and consistent way.
- Setting clear expectations and holding employees accountable.
- Approving leave and training requests as well as timesheets.

Requirements:
Experience Only
Must total at least 10 years and include:
- Experience in finance, accounting, business administration, public administration, economics or a field closely related to the major job duties which included experience conducting program-level financial and policy management
- AND at least two years of experience in both of the following:
- public or business administration establishing high level goals and objectives
- developing and managing a budget to achieve program goals and objectives.
OR
Education and Experience:
A combination of relevant education and experience equal to at least 10 years.
- Education from an accredited college or university in finance, accounting, business administration, public administration, economics or a field closely related to the major job duties be considered.
- Experience in program-level financial and policy management which included two years in both of the following will be considered.
- public or business administration establishing high level goals and objectives
- developing and managing a budget to achieve program goals and objectives.
