Position Description:
Fractional Chief Financial Officer
As a key member of the team, the Fractional CFO will provide high-level financial guidance, manage compliance with public sector regulations, and help ensure long-term financial sustainability for redevelopment and revitalization efforts. This is a part-time position suitable for a senior finance professional seeking flexible, mission-driven work.
Key Responsibilities:
- Strategic Financial Leadership
- Develop and implement financial policies and internal controls in alignment with governmental best practices.
- Support long-term budgeting, forecasting, and scenario planning to advance redevelopment goals.
- Financial Management & Reporting
- Oversee preparation of financial statements, budgets, and reports for internal and external stakeholders.
- Ensure compliance with local, state, and federal regulations, including audit and grant requirements.
- Coordinate with external auditors and manage the annual audit process.
- Operational Oversight
- Supervise accounting/bookkeeping activities, ensure accuracy of financial data, and maintain up-to-date records.
- Assess and recommend financial software or system upgrades as needed.
- Provide training and mentorship to finance staff when applicable.
Qualifications:
- Bachelor's degree in Finance, Accounting or related field is required. Master's or CPA is preferred.
- A strong foundation in GASB is expected. You must be able to ensure compliance with these specific accounting principles.
- 10+ years of senior financial leadership experience; experience with redevelopment authorities, economic development agencies, or municipal finance strongly preferred.
- Strong understanding of governmental accounting, GASB, and public sector funding mechanisms.
- Demonstrated success managing complex budgets, audits, and capital projects.
- Excellent communication, strategic thinking, and interpersonal skills.
- Ability to work independently and collaboratively in a part-time/contract capacity.
