About Our Job
We are seeking 2 strategic and collaborative HR manager(s) who will be integral members of the Human Resources leadership team at Denver Public Library. Located at the Central Library in downtown Denver, in this role you will be integral members of the Human Resources team, responsible for implementing and executing HR initiatives and managing a team. As the manager of the HR Services or Workforce Services HR team, your responsibilities will likely involve a blend of strategic HR leadership and operational management. Below is a tailored description of such a position, focusing on leadership, team management, and the execution of HR initiatives. Your primary location will be at our Central Library in Downtown Denver, however, DPL reserves the right to reassign locations based upon operational and/or staffing needs at any given time.
HR Services Manager:
You will oversee a team of HR Business Partners to support our HR Services sub-division. The HR service team is designed to align HR practices with business objectives, focusing on strategic partnership, process optimization, and enhancing employee experience through support, consultation, and coaching. By operating in a differentiated service model, HRBPs bring tailored solutions that directly support the business’s needs, whether in managing talent, organizational change, or workforce optimization. Focus areas of this line of service include performance management, workforce planning, talent review, HRIS system optimization, and HR data analytics.

Have experience with aligning HR practices with Business Strategy

Proven track record of implementing and managing processes that support improved decision making by leveraging data and analytics so that business leaders make informed decisions about talent management, employee engagement, and organizational development.

Executed HR practices and concepts around enhancing the employee experience by delivering personalized support and development, driving engagement, and reducing turnover.

Leadership experience in change management for operational efficiency with a focus on value-adding activities like talent development and workforce planning.

Change Agility to help organizations adapt more smoothly to changes, whether due to growth, restructuring, or shifting business needs.

Strong background in performance management

Organizational Design by working with leaders to structure teams in a way that enhances collaboration, communication, and operational efficiency.
HR Workforce Services Manager:
The HR Workforce Services Manager is responsible for leading and managing one of the centers of expertise within our HR function. This role will have oversight in the specialized areas in specific HR domains such as Talent Acquisition, Compensation, Employee Wellness, Employee Engagement, Employee Recognition Programs, Labor Relations (collective bargaining) and Onboarding.
The HR Workforce Services Manager is expected to leverage their expertise in these specialized areas to design, implement, and refine best practices, processes, and strategies that support both the HR function and the broader organizational goals. The goal of the HR Workforce Services Manager is to build and sustain high-impact HR programs that improve business outcomes, drive employee engagement, and support the overall employee lifecycle.

About You
Our ideal candidate Workforce Services Manager:

Minimum qualifications
Education
Bachelor's Degree in Business Administration, Human Resources, or a related field.
Experience
Three (3) years of professional level human resources experience at the type and level of functional or operational management, which must have included management of subordinate supervisors.
One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education. Additional appropriate education may be substituted for the minimum experience requirements.
