The City and County of Broomfield (CCOB) is seeking a highly skilled, dynamic, visionary to lead our Public Works Department of 113 employees, which includes: Administration, Custodian Maintenance, Energy and Environment, Fleet Maintenance, Municipal Facilities, Street Maintenance, Sustainability & Recycling, and other Public Works Department projects and programs. Broomfield features a council-manager form of government. The City Council, which also functions as the County Board of Commissioners, consists of a ten member board with a mayor. The City Manager’s Office is led by the City and County Manager and supported by two Deputy City and County Managers. This position reports directly to the Deputy City and County Manager.

Total Compensation Package
Salary Range: $184,932 – $250,203 annually, plus a $350/month car allowance

General Description
This position is a highly responsible senior staff-level professional, providing leadership, strategic direction and supervision for the Public Works Department. The incumbent performs professional, managerial and leadership duties relating to planning, directing, organizing, implementing, and coordinating all programs, materials, sites and activities of the Public Works Department including Administration, Custodian Maintenance, Energy and Environment, Fleet Maintenance, Municipal Facilities, Street Maintenance, Sustainability & Recycling, and other Public Works Department projects and programs.
Incumbent serves as the departmental leader and is committed to innovation, creativity, service excellence, and transforming local government through leading ideas and practices. The incumbent serves as a key designer, promoter, motivator, and catalyst for the alignment of culture with organizational values within the department.
Primary Responsibilities
Administrative

Serves as a member of the City and County’s Department Head team; identifies and develops courses of action to respond to a wide variety of organizational needs; develops short and long range plans; provides staff with the appropriate tools and guidance in order to reach those goals.

Provides professional advice on issues to the City and County Manager and City Council. Reviews proposed ordinances, regulations, and plans for accuracy and feasibility. Makes presentations to Council, boards, commissions, and the public. Ensure compliance with planning, engineering, and land use regulations and policies.

Researches, investigates and directs the resolution of complex problems, and conducts research on policy topics. Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and implements recommendations in support of goals.

Develops and implements the City and County of Broomfield’s overall sustainability strategy, oversees initiatives, minimizes the organization's green house gas and ecological footprint, and ensures alignment with goals across various departments.

Ensure compliance with and maintain awareness of federal, state, and local laws, rules and regulations pertaining to Public Works operations, including air quality regulations and sustainability industry standards.
Leadership and Management

Provides leadership, direction and is responsible for partnering with assigned staff in planning, developing, and implementing the overall vision, mission, programs, processes and projects of the department. Creates strategic plans, assembles staff resources, and coordinates and balances activities of the department with other City divisions/departments, consultants, developers, contractors, governmental agencies, community organizations, and the public.

Prioritizes innovation and enhancement of the operations of the Public Works Department by making appropriate changes in organizational structure, methods, and procedures; ensures the efficient and effective operation and maintenance of the department; ensures compliance with established policies and procedures.

Manages and supervises operations to achieve goals within available resources; evaluates work completed by the department to determine effectiveness in meeting goals and objectives of the department; oversees division workloads and staff assignments; ensures that assigned staff works as a team to avoid duplication of service and to ensure that customer expectations are recognized and met.

Responsible for developing and executing a comprehensive sustainability strategy. Monitors and reports on the organization's environmental and social impact. Collaborates with internal and external stakeholders to identify opportunities for improvements and implement programs that reduce waste and conserve resources. Provides leadership for sustainability initiatives. Promotes a culture of sustainability within the organization. Coaches, mentors, and provides training and overall development of staff; works directly with staff to address accountabilities and the modeling of expectations in relation to work culture within the department; maintains harmony among workers and resolves grievances; reviews staff progress and directs change as needed.

Hires, assigns, schedules, evaluates and directs work of subordinates, delegates tasks to assigned staff members. Recommends personnel actions including hiring, promotion, evaluation, corrective and/or disciplinary action, and separation.

Prepares, presents, and monitors the Public Works annual budget, ensuring fiscal responsibility and efficient use of resources. Controls costs, manages budgets, and ensures optimal use of personnel, capital improvements, and equipment to meet department objectives.

Oversees capital improvement program, plans involving municipal infrastructure and project management for the construction of public works projects to ensure contractor compliance with time and budget parameters for the project.
Public and Civic Engagement

Working with the community and other partners, designs programs that anticipate/respond to needs and expectations and derives the maximum impact from the expenditure of money appropriated for these purposes. Formulates and directs comprehensive Public Works Department programs for the City and County.

Responds to inquiries, engages with patrons and civic groups, and represents the organization at governmental and professional meetings. Builds and maintains relationships with external agencies, other municipalities, private stakeholders, community groups, etc to communicate planning goals, policies, and programs.

Engage with community groups pertaining to Public Works functions and promote interest in assigned activities through publicity and public contacts. Provide sustainability-related training and awareness programs for internal and external stakeholders.

Makes presentations to supervisors, boards, commissions, civic groups and the general public.
Minimum Qualifications
Education
-
Bachelor's degree from an accredited college or university in public or business administration, management, civil engineering, sustainability, or public works management or a field closely related – required.

Master’s degree from an accredited college or university in the above or a closely related field – preferred.
Experience
-
10+ years senior management and administrative experience overseeing public works operations in a public sector or military setting OR 10 years of experience in an executive-level municipal management position combined with public sector experience in public works including fleet and facility, public policy, environmental regulations, sustainability, or related areas.
Years of related experience may be substituted for required education, however education cannot be substituted for the necessary work experience. Candidates must meet the minimum required years of work experience.
