Summary of Job
The Director of Human Resources is responsible for the day-to-day operation of the Denver Housing Authority (DHA) HR Department, overseeing the strategic direction, planning, coordination, administration and evaluation of the HR function, in alignment with DHA’s strategic plan and supporting the agency’s mission and vision. The director is responsible for developing and ensuring effective implementation of policies and programs encompassing all areas of HR and labor relations. Responsibilities include workplace culture, workforce planning, talent acquisition, talent management and development, employee engagement, legal compliance and recordkeeping, employee relations, compensation and benefits, and training. This position requires a true strategic business partner to the Chief Executive Officer, a leader who is collaborative and capable of building consensus and commitment toward shared outcomes.
Essential Duties and Responsibilities
- Partner with the leadership team to formulate, develop, implement and evaluate management strategies to achieve the organization’s vision, mission and goals.
- Champion the organization’s mission, vision, and strategic priorities, actively participating in the organization’s strategic planning process.
- Identify ways to increase staff retention and productivity, engage leadership in succession planning, including strategies to enhance employee engagement, leadership and staff development, regular feedback and coaching, career pathing, that promotes DHA as an employer of choice.
- Lead the effective and efficient administration of the performance management process, making sure that the organization’s managers are equipped to engage in constructive and ongoing feedback and coaching.
- Mitigate legal risk to the organization through proactive training and education, clear systems and processes for managing conflicts with and between employees, handling and investigating complaints of harassment/discrimination and other unjust practice allegations.
- Ensure organizational compliance with relevant HR laws and regulations at the local, state, and national levels including but not limited to educating and advising managers and senior leaders on HR-related legal and regulatory matters and ensuring HR programs, practices and policies are aligned.
- Ensure DHA offers a competitive compensation and benefit package to attract and retain staff. Partner with leadership to regularly review compensation and benefits data in accordance with applicable policy, monitor pay practices and manage benefit enrollment process, leave administration and the payroll function.
- Partner with the Management Information Systems (“MIS”) team to design and implement a strategy to optimize and integrate HR technology, enabling managers and employees to easily perform people-related transactions (e.g., benefits enrollment), facilitate delivery of effective HR services, securely store employee data, and support people-related decisions.
- Oversee the HR functions (hiring, disciplinary measures, promotions, terminations, etc.) and compliance with Equal Employment Opportunity (“EEO”) guidelines.
- Partner with the leadership team in negotiating the union contract; research materials related to proposed items for negotiation. Act as the facilitator for union/management meetings or business.
- Oversee the management of DHA’s HR contracts
- Actively participate in the organization’s budget process. Prepare and execute department budget. Monitor and approve expenditure of related funds.
Minimum Qualifications:
- Bachelor’s degree in human resources administration, public administration, or a related field.
- HRCI and/or SHRM Certification required at the time of application.
- Minimum of seven (7) years’ progressive management experience at a Human Resource manager level or higher.
- Minimum of four (4) years’ experience in a supervisory capacity.
- A valid Colorado driver’s license is required.
- Previous Housing Authority or non-profit experience not required but preferred.
Knowledge, Skills, & Abilities:
- Knowledge of federal and state laws and regulations with respect to Department of Labor laws including but not limited to FMLA, ADA, HIPAA, Colorado Unemployment and Worker’s Compensation, EEO, and those related to employee conduct, performance, and dispute resolution.
- Knowledge of hiring, classification, benefits, labor relations, negotiation, and federal, state and local employment regulations.
- Demonstrated ability to act with high standards of ethical conduct, communication, and interpersonal and other skills related to DHA’s values and code of conduct.
- Demonstrated strategic problem-solving skills and experience in presenting HR strategies and policies to diverse audiences.
- Communications Skills: Excellent written and verbal communication skills including the ability to communicate complex HR policies clearly and concisely
- Interpersonal Skills: Strong interpersonal skills and ability to build rapport with employees at all levels. Proven ability to mediate conflicts and resolve disputes effectively.
- Management Skills: Leadership skills and abilities to manage and lead the HR team, developing and implementing HR strategies, and ensuring alignment with the company's overall goals.

Working Conditions and Environment
Work is performed primarily in a standard office setting with some travel to different sites and locations; incumbents may be required to work extended hours including evenings and weekends. Required to work in the Central Office at least 3 days a week.
Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; occasionally move about inside the office to access file cabinets, office machinery, etc. to position oneself in order to operate all equipment; frequently moves items weighing up to 20 pounds across office for various needs; constantly operates a computer and other office equipment; to travel to other locations using various modes of private transportation; and to verbally communicate to exchange information and ideas so others will understand. Must be able to exchange accurate information in these situations. The ability to observe details at close range (within a few feet of the observer) to be able to operate computer screens and printed documents; and to operate assigned equipment.
