Duties Include:
As the HR Operations Manager, you will assist with the day-to-day operations of the HR department that have a systemwide impact, such as matters associated with the State of Colorado personnel system, labor management, professional development, and special HR operations projects. You will assist the CHRO with employee relations matters at CCCS colleges and serve as a resource for HR staff at our colleges. This position supervises the Professional Development and Learning Specialist, as well as two HR Specialists who are primarily responsible for the classification and selection of State Classified positions across the system.
- Serve as a subject matter expert for functional, system wide HR initiatives in the areas of recruitment and selection (primarily Classified), employee relations, professional development, and rules, regulations, and operational guidelines.
- Develop and administer programs, procedures, and plans used in carrying out human resources policies and continually look for opportunities to improve systemwide HR processes.
- In coordination with the Professional Development and Learning Specialist, support the development and implementation of culture initiatives and career development opportunities and support training efforts required for system initiative rollouts.
- Stay apprised of, and support as appropriate, HR technical projects, assisting with communications rollout, change management needs, training development, etc.
- Stay apprised of applicable federal and state regulation changes to help identify potential impacts to CCCS and timelines for compliance and pass relevant information on to applicable stakeholders.
- Serve as the subject matter expert on the State Personnel System rules and regulations to support colleges in personnel management of Classified employees; this includes, but is not limited to, advising on personnel rules, progressive discipline, labor agreement, and classification and selection.
- Obtain a State of Colorado Personal Services Certification and the State of Colorado Selection and Classification Certifications to support the HR Specialists and college personnel with matters related to State Classified personnel across the system.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
- Bachelor’s degree in human resources management, business administration, psychology or closely related field. A combination of education and relevant experience, in addition to that required for the position, will substitute for the degree.
- Two years of professional experience that includes a focus on professional development, recruitment and selection, labor management, employee relations, and/or HR project management.
- Must have current or past human resources experience working with State of Colorado Classified positions (certifications not required at time of hire).

Work Location/Travel Expectations:
- This position is located at 9101 E Lowry Blvd., Denver, CO 80230.
- Occasional in person attendance at meetings will be required; travel to the Denver office will not be reimbursed.
- Occasional travel (less than 10%) throughout the State to visit colleges or attend group meetings will be required.
- Alternative work arrangements, including flexible schedules and remote work may be available. All work must be completed in the state of Colorado.
