This role is classified as Exempt and is a Professional II. The hiring range is $76,470.84 to $95,588.96 This is not a remote position. It requires working from DHA's Denver office.
Summary of Job
Performs specialized and professional purchasing duties in procurement of materials, supplies and services for the Housing Authority of the City and County of Denver (“DHA”). Has technical expertise including, but not limited to, the e-procurement process. Reviews requisitions, prepares Requests for Proposals (RFP) and Invitations for Bids (IFB), evaluates proposals, works toward resolving problems with contractors/vendors and may supervise other Procurement staff. The work involves detailed contract administration and large-volume procurements.
Essential Duties and Responsibilities
- Manage and evaluate complex purchasing specifications and determine appropriate procurement methods for one-time and term contracts.
- Prepare, issue, and evaluate solicitations (quotes, IFBs, RFPs) in compliance with DHA procurement policy, HUD requirements, and applicable laws.
- Facilitate and chair evaluation committees; provide policy guidance and ensure fair, transparent, and compliant procurement processes.
- Serve as a primary liaison with vendors and internal departments, including conducting pre-bid/proposal meetings, site visits, and contract performance reviews.
- Develop and write non-discriminatory bid and contract terms, ensuring required bonding, licensure, insurance, and performance provisions are met.
- Award contracts, authorize emergency procurements, and oversee contract administration throughout the contract lifecycle.
- Analyze and recommend approval or denial of complex procurement requests, exceptions, and sole-source justifications.
- Investigate and resolve vendor disputes; prepare notices of default or termination when necessary.
- Provide training, policy guidance, and technical assistance to agency staff and lower-level procurement employees.
- Represent DHA on procurement matters with vendors, HUD, and other external stakeholders.
Other Duties and Responsibilities
- May provide first line supervision of other Procurement staff.
- Negotiates with proposed suppliers to obtain the best product or service for the lowest cost, particularly when there is a need for more experienced technical support.
- Attends in-house meetings and confers with DHA management regarding problems, writing specifications and gathering purchasing-related information.
- Reviews work of Assistant Procurement Officer and ensures price and cost analysis is performed on all purchases and is retained in contract and purchase order files.
Minimum Qualifications
- Education: Bachelor’s degree in business administration, management, or a related field.
- Experience: At least three (3) years of professional experience in diversified or large-scale government or corporate purchasing, including contract administration.
- Equivalency: A Master’s degree may substitute for two (2) years of the required experience. A combination of education and experience may substitute for the minimum education requirement.
- Licenses/Certifications: Must possess and maintain a valid Colorado driver’s license and eligibility to drive in accordance with Personnel Policy.
Knowledge, Skills, and Competencies
- Strong knowledge of public purchasing processes, contract negotiation, and contract administration, including competitive solicitation and vendor evaluation.
- Proficiency in Microsoft Word and Excel, with the ability to integrate technology to improve procurement processes and maintain accurate records.
- Skill in preparing, issuing, and evaluating Requests for Proposals (RFPs), bids, and cost analyses in compliance with regulations and policies.
- Strong analytical and problem-solving skills, including the ability to research, assess risk, and make sound, well-informed decisions.
- Effective written and oral communication skills, with the ability to present complex information clearly and persuasively to diverse audiences.
- Ability to build and maintain professional, courteous, and collaborative relationships with internal staff, vendors, and external partners.
- Demonstrated integrity, ethical conduct, and confidentiality in handling sensitive information and organizational matters.
- Ability to adapt to changing conditions, manage multiple priorities, and perform effectively under pressure or in high-stress situations.
- Leadership skills to provide training, constructive feedback, and occasional supervision of staff to support professional development.
- High level of initiative, accountability, and commitment to achieving goals with minimal supervision.

Working Conditions
This position is based primarily in an office environment, with occasional travel to off-site locations such as developments or vendor facilities. Work may involve managing multiple priorities, resolving complex issues, and meeting deadlines in a fast-paced setting with frequent phone and in-person interactions. Flexibility in scheduling may be required at times to meet organizational needs.
