PRIMARY DUTIES & RESPONSIBILITIES
Anticipated Hiring salary: $137,004.00 – $214,069.00/year
Full Salary Range:$137,004.00 – $115,183.00/year
Salary to be commensurate with experience.

OVERVIEW OF POSITION / DEPARTMENT
The Controller’s Office is responsible for all citywide accounting and financial reporting, vendor and employee payments, grant management assistance, oversite of the financial ERP, and internal financial controls. The Controller plans, manages, and administers these operations under the direction of the Director of Finance.
PRIMARY DUTIES & RESPONSIBILITIES
· Supervises the City's accounting program including accounting analysis, monitoring internal controls, and fund analysis
· Oversee payroll, time tracking, absence, and pension administration processes
· Oversee accounts payable, vendor database, and accounts receivable functions.
· Monitors revenues and expenditures, fixed assets, and debt service
· Oversee research of grant opportunities, grant management, and grant compliance
· Oversees year-end closing of books, external audit, and annual financial report.
· Develops City-wide interim reporting procedures.
· Develops new systems and improved methods for delivery of accounting services.
· Provides ongoing Financial ERP System maintenance and technical support
· Ensures that the City's fiscal accounting methods meet all Federal, State, city, and professionally mandated standards.
· Develops and proposes accounting policies and procedures.
· Develops and monitors city-wide internal controls.
· Prepares and monitors program budget.
· Develops and implements goals, objectives, policies, procedures, and priorities for the Controller’s Office.
· Communicates with City Council Management and Finance committee regarding annual audit.
· Communicates with City Council regarding significant accounting changes.
· Makes recommendations to the Director regarding selecting, hiring, training, evaluating, and disciplining of assigned employees.
· Supervises assigned employees.
· Performs other related duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
· Bachelor’s degree in accounting, business administration, finance, or directly related field.
Experience:
· At least 5 years progressively responsible experience in governmental or municipal finance or accounting
· At least 3 years’ supervisory experience.
Licenses and Certifications Required:
· Active status as a Colorado Certified Public Accountant. Reciprocity may be considered if the state of active license is commensurate with Colorado license requirements.
Preferred Qualifications:
· Master's Degree
Knowledge:
· Comprehensive knowledge of the principles, practices and procedures of governmental and municipal accounting and accounting systems
· Knowledge of computer operations.
Skills:
· Strong interpersonal, analytical, problem-solving, and managerial skills.
· Advanced skill in the use of computers including spreadsheet design, complex macro applications, database programming, and word processing software applications.
Abilities:
· Ability to establish and maintain effective working relationships with employees, citizens, and elected officials.
· Handle sensitive situations with tact and diplomacy.
· Communicate effectively both orally and in writing.
· Establish and fulfill goals and objectives.
· Direct and effectively supervise other employees.
· Develop and manage projects.
· Coordinate multi-task responsibilities.
WORKING CONDITIONS
Essential Personnel:
· When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel
Physical Demands:
· Sedentary physical work requiring ability to lift a maximum of 25 pounds with or without assistance.
· Occasional lifting, carrying, walking, and standing.
· Speech communication and hearing to maintain communication with employees and citizens.
· Vision to read and interpret reports and other written documents.
· Written communication for preparing procedures and providing guidance and training.
· Hand/eye coordination for operation of computer keyboard.
Work Environment:
· Works in a clean, comfortable environment.
Equipment Used:
· Personal computer with related software.
· This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
