We’re seeking a versatile, experienced digital marketing specialist who shares our passion for vibrant downtowns and will help elevate two local districts, support revitalization efforts, and champion local businesses.

Description

Portell Works seeks an independent contractor to provide digital marketing services for two district‑based clients: the Englewood Downtown Development Authority (EDDA) and the Colfax Mayfair Business Improvement District (BID). The contractor will work independently, set their own methods and schedule (within agreed deadlines), and deliver the services outlined below. Contractor will coordinate with a marketing team.

I. Scope of Services
General Services (All Clients)
The contractor will:

  • Develop an annual editorial calendar and coordinate with Portell Works team members.
  • Participate in monthly coordination meetings with the Portell Works marketing team to review the calendar and align efforts.
  • Build and maintain relationships with communications and marketing professionals in partner organizations to strengthen collaborative outreach.
  • All digital content created for Portell Works must comply with WCAG 2.1 accessibility standards and meet the requirements of Colorado House Bill 21‑1110 and Senate Bill 23‑244.

Englewood Downtown Development Authority (EDDA)
Social Media

  • Manage all digital content to effectively communicate and promote EDDA activities, initiatives, and events, ensuring alignment with district brand and messaging.
  • Create original content including photos, reels, event posts, and surveys.
  • Provide daily management of Facebook and Instagram, including writing posts, producing visual content, developing campaigns, promoting events, boosting posts, and fostering stakeholder engagement.
  • Publish a minimum of 2–3 posts per week per platform, including original, shared, and EDDA‑provided content.
  • Promote economic development activity such as business openings, expansions, relocations, and new development
  • Highlight downtown business events and offerings, including themed groupings (e.g., craft stores, restaurants).
  • Schedule posts according to the editorial calendar.
  • Expand social media reach to a two‑mile radius around Downtown Englewood.
  • Provide spring and fall social media metrics and performance reports, including
  • recommendations for improvement.
  • Distribute six e‑newsletters per year (content drafted by McMath Creative; design by Laura Manthey).
  • Maintain the email distribution database.
  • Ensure all content aligns with EDDA brand identity and voice.
  • Events
    • Develop and implement digital marketing promotions for EDDA‑supported events using content provided by EDDA staff and event producers.
    • 2026 events include: Indiewood Music Festival, Old School Cool Vintage Market, Second Saturdays, Patio Partio, Englewood Block Party, and Cityspark tenant events.
    • Promote events hosted by other district partners, including the City of Englewood, local businesses, civic organizations, and community groups.
  • Community Planning & Projects
    • Support communication for major EDDA initiatives, including the South Broadway Public Realm Action Plan, Little Dry Creek Park planning, CityCenter redevelopment and the Old Hampden Complete Streets project.
    • Maintain the South Broadway Public Realm project page on Englewood Engaged.

Colfax Mayfair Business Improvement District (BID)
Social Media

  • Manage all digital content to effectively communicate and promote BID activities, initiatives, and events.
  • Create original content (photos, reels, event posts, surveys) using BID‑provided materials and shared partner content.
  • Identify opportunities to group businesses in themed posts.
  • Publish 1–2 posts per week on Facebook and Instagram.
  • Provide daily account management, including writing posts, creating visual content, developing campaigns, promoting events, boosting posts, and engaging district stakeholders.
  • Ensure all content aligns with BID brand identity and messaging.
  • Schedule posts according to the editorial calendar.
  • Provide spring and fall social media metrics and performance reports with recommendations.
  • Share district news with neighborhood associations (Greater Park Hill Community, Bellevue‑Hale, Mayfair, Historic Montclair, East Montclair) and city council district offices.
  • E‑Newsletters
  • Lay out and distribute 12 monthly business‑focused e‑newsletters (content provided by Portell Works).
  • Lay out and distribute four quarterly consumer‑focused e‑newsletters (content provided by McMath Creative).
  • Maintain the email distribution database.
  • Ensure all content aligns with BID brand identity and voice.

Events

  • Implement digital marketing promotions for three BRT station Arch Risings and the Holiday Sip & Stroll (content provided by Portell Works).
  • Promote events hosted by district businesses and the BRT project team.

Community Planning & Projects

  • Support communications related to the Colfax Bus Rapid Transit Project and associated streetscape improvements.
  • Share BRT/street‑scaping information in business e‑newsletters and social media (content provided by the project team).
  • Promote the “We Back the Fax” campaign and encourage social media engagement.
  • Ensure BID website project information and links remain current.

II. Fees for Services
Englewood Downtown Development Authority
•            Hourly rate: $50/hour
•            Estimated workload: 8 hours per week
•            Annual not‑to‑exceed amount: $24,600 (2026)
•            Fee includes subscriptions to Buffer Analytics and Canva, plus social media boosts.
•            Additional services beyond scope will be billed according to an approved estimate.

Colfax Mayfair Business Improvement District
•            Hourly rate: $50/hour
•            Estimated workload: 10 hours per month
•            Annual not‑to‑exceed amount: $7,000 (2026)
•            Additional services beyond scope will be billed according to an approved estimate.
