Hiring range: $81,150.00 – $94,890.00 DOE (Full salary range up to $103,210.00 for long-tenured staff currently in position or other exceptional circumstances.) 

The Evaluation & Data Manager implements and oversees analysis and reporting to support the Warren Village Strategic Framework, leads data analysis and reporting to drive overall program evolution and quality improvement, manages research related to external evaluators/partners, and oversees all survey efforts for the organization.

Essential Duties & Responsibilities:

· Implements & oversees analysis and reporting to support the Strategic Framework including:

o Provides support/oversight to departments in efficiently collecting the required data and reports for the framework processes, with emphasis on the Quality & Impact Dimension.

o Creates quarterly and annual reports, continuous dashboards, memos, and gives presentations at varying levels of detail for CEO, staff, Board, development team and department leaders.

o Creates/provides guidance for departments on data quality procedures and expectations.

o Provides guidance for departments on the use of data to improve services.

o Reviews and revises the Strategic Framework with departments as needed annually.

o Maintains centralized files and historical data and other duties as needed related to the framework.

· Oversees the following survey processes through an equity and inclusion lens (delegating pieces to the Program Evaluation Administrator as appropriate) and provides data collection, analysis, recommendations, and reporting with relevant department staff:

o Annual Warren Village Alumni longitudinal survey.

o Annual Resident Satisfaction survey.

o Annual Staff Engagement survey.

o Annual Family Childcare Satisfaction survey.

o One-off survey needs, as necessary.

· Supports department leaders with implementation and tracking of action plans, data feedback loops, metrics, goal targets, and other survey follow up as part of continuous quality improvement to support data driven decision-making, reflection, and ongoing assessment & improvement in all departments.

· Provides training and guidance as needed to all departments and the Board in data collection and analysis, report production and evidence-based decision making, based on prioritization.

· Serves as organizational contact for third-party data collection companies and software expertise to build new data management systems, dashboards, metrics, edit access and outcome modules, troubleshoot as needed.

· Creates /maintains data dictionaries where needed to ensure consistent and accurate data collection between departments and resident/child cohort years.

· Collaborates with CEO and VPs to discuss data trends, opportunities, gaps and corresponding solutions in data collection or metrics, as well as for data-driven recommendation discussions in all program and operational areas.

· Supervises and consistently mentors the Program Evaluation Administrator in their work most substantially with the Family & Community Impact areas to uphold evaluation efforts, data integrity and principles, collect and utilize data.

· Conducts ongoing reviews of local and national research and best practices and makes results available to the leadership team on services including, but not limited to: transitional housing, poverty reduction, adult self-sufficiency, homeless case management, early childhood education, social emotional learning, trauma-informed care/ education, mental health, post-secondary education, workforce development, life skills education, fundraising practices, demographic and employment trends, policy, advocacy, and current events.

· As needed, provides research, writing and logistical support for all Warren Village education-based advocacy and policy information; presents reports/results to CEO, leadership team, and the Warren Village Public Policy Subcommittee; this position will support the CEO in determining the impact of legislation and ensure the CEO is prepared to discuss policies/bills that could affect our clients and organization.

· Presents applicable research partnership opportunities to the President/CEO annually (at minimum) and conducts studies from the beginning (project design, relationship management, negotiations) to completion (final reports, infographics, other) to further the organization’s efficacy and understanding of core mission components.

· Collaborates with Development staff to provide program data and analysis required for effective funding proposals, reports, and other collateral material.

· Supports the Board’s Governance Committee regarding the annual President/CEO evaluation.

· Ability to effectively manage and conduct moderately complex data analyses and author cohesive clear reports based on results for varied audiences.

· Proficiency managing data flow and data quality using multiple types of data and origin databases.

· Experience with online survey administration and data presentation.

· Experience with third-party data management software for collection and reporting.

· Strong interpersonal, verbal, and written communications capabilities.

· Solid public speaking and presentation delivery expertise.

· Strong detail-orientation and organizational skills.

· Excellent time management and follow-up skills.

· Technology systems aptitude.  Demonstrated proficiency in Microsoft Office applications including Excel, PowerPoint, and Word.

Minimum Qualifications:

· Bachelor’s degree from a four-year college or university in Sociology, Anthropology, Political Science and Economics or related data/outcomes field or related field; or 8 years of related experience may be substituted for education.

· Demonstrated success working with program teams to use data to drive quality improvement through data quality, consistent reporting and application of results to inform change.

· 5 years of demonstrated experience in data analysis, turning statistics into compelling stories and written works, as well as research abilities and resulting produced reports.

· Proven project management skills pulling numerous data sets from multiple departments within required deadlines.

· Driver’s license and own transportation for travel between Warren Village locations.

Preferred education and/or experience:

o Master’s degree in related field.

o Experience working within a non-profit environment.

o Experience with research/analysis in support of grant/corporation applications.

o Supervision and mentorship of employees.

o Strategic planning.
