Description of Job

Starting Salary Range: $68,016.00 – $84,000.16 Annually

*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.

CEO currently has an opening for a Communications & Engagement Specialist to join the Communications and Engagement (C&E) team to focus on transportation electrification. A critical strategy to reduce emissions in Colorado is electrifying the transportation sector by providing direct funding for the installation of charging stations across Colorado, supporting incentives to purchase EVs and e-bikes, and providing education and technical support to consumers and vehicle fleets on the environmental and financial benefits of EVs.

This role will work on communications, marketing, outreach, and engagement efforts related to CEO’s transportation electrification work. This includes engaging with traditional media, in-person and virtual meetings, presentations, and events, collateral development, email campaigns, newsletters, as well as vendor management. This role builds relationships through community engagement with a broad array of stakeholders and community members including government agencies, Community-Based Organizations (CBOs), potential program applicants (organizations and individuals), and disproportionately impacted communities (DICs). 

Up to 15% of the Specialist’s time may be spent traveling throughout Colorado to advance transportation electrification efforts.

The ideal candidate will have deep experience with outreach and engagement in Colorado communities, be solution and details oriented, collaborative, have deep expertise and passion for communications and engagement, and be excited to engage in clean energy work.

Duties and Responsibilities:
Outreach and Engagement
Contract Management 

  • Manage the ReCharge Colorado program including procurement, managing contracts, processing invoices, developing scopes of work, reviewing and approving deliverables, monitoring contractor performance, and ensuring successful achievement of program goals and objectives for several contracts at a time.

  • Work with ReCharge coaches and ReCharge Equity Advisor to organize and enhance community connections and events with an equity focus. 

  • Direct ReCharge coaches and the ReCharge Equity Advisor in coaching activities as needed to stay responsive to the market and community needs.  

Direct Outreach and Engagement

  • Develop subject matter expertise on team programs with a specific focus on electric vehicles, EV charging infrastructure, and eBikes.

  • Lead engagement activities and initiatives to advance transportation programs statewide.  

  • Represent CEO at community-facing events, build relationships with community members and groups, and act as a liaison between public and internal stakeholders.

  • Facilitate and track community and stakeholder activities and input, work with the transportation team to evaluate and respond, and inform program development and refinement.

  • Maintain expertise in and facilitate best practices for community engagement in serving low-income and disadvantaged communities and ensure best practices are in use. 

 

Communications and Other

  • Work with C&E team as well as program teams to identify strategic, proactive messaging and communication strategies to grow awareness of and participation in transportation and other office programs, in line with Environmental Justice and EV Equity best practices. 

  • Lead on communications, marketing, outreach, and engagement efforts for the transportation team, including owned, earned, and paid media opportunities.

  • Serve as transportation lead on C&E team to track, plan, and implement communications and engagement activities including newsletters, e-mail campaigns, web updates, collateral, client testimonials, social media content, media relations including interviews, and more.

  • Draft and review communications and engagement products (created internally or from vendors) to ensure CEO messaging is compelling, plainspoken, and consistent.

  • Ensure digital accessibility needs and brand guidelines are met, including for program webpages, emails, presentations, newsletters and documents; oversee review and updates of team website content. 

  • Collaborate with other State of Colorado agencies and external partners to align activities and messaging. 

  • Lead design, production, and delivery of materials and collateral. 

  • Assist with bilingual translations of content. 

  • Coordinate responses to inquiries from the public, stakeholders, and the media related to transportation electrification.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Required Qualifications:

  • Professional outreach and stakeholder engagement experience in the state of Colorado, and in particular work with disproportionately impacted communities 

  • Graduation from an accredited college or university with a Bachelor's degree in Social Sciences or related field.

    • Substitutions: additional, appropriate professional experience may be substituted for the degree requirement on a year-for-year basis.

  • Minimum three years professional communications, outreach, and/or stakeholder engagement experience OR seven years professional experience without a degree

  • Experience planning and implementing successful communications and engagement strategies

  • Possess strong computer skills, including Google Suite or Microsoft Office (email, spreadsheets, documents, presentations, etc.) and Video conferencing applications (i.e. Google Meet, Zoom, MS Teams)

  • Proven track record of building and managing relationships across diverse stakeholder groups 

  • Ability to independently start and finish projects with minimal supervision and passionate about working collaboratively as part of a team

  • Comfortable working with a combination of reporting lines, teams, divisions, and content areas

  • Strong time management, attention to detail, and organization skills

  • Experience managing contracts and supporting contractors’ implementation of programs

  • Valid driver's license

  • Ability to travel up to 15% of the time

  • Flexibility to work periodic weekends, evenings, and overnight travel, as needed

Preferred Qualifications:

  • Bilingual fluency in English and Spanish: writing, reading, and oral 

  • Experience working on transportation and/or climate issues

  • Experience with digital accessibility

  • Experience with Salesforce, Marketing Cloud, Google Workspace

  • Experience with media relations and interviews
