What Success Looks Like In This Job

The Office of Strategic Partnerships and Resilient Communities (SPARC), operating under the County Manager's office, serves as a central hub for both internal and external initiatives aimed at enhancing community prosperity and resilience. Internally, it establishes a centralized grants team to facilitate departmental funding pursuits, ensuring efficient resource utilization. Additionally, it implements an equitable process for partnering and fund distribution to community partners, guaranteeing fairness in resource allocation. Externally, the office fosters strategic partnerships with community-based organizations to enhance service delivery and expand resource accessibility. SPARC empowers community partners through capacity building and professional development, it strengthens their ability to address local challenges effectively. Collaborative efforts with external stakeholders promote collective action and shared responsibility for community prosperity, ultimately fostering resilience and sustainability.

Position Overview

The Community Partnerships Specialist is a vital member of the team, tasked with supporting initiatives, leading, and assisting in training and conference development and delivery, and managing new projects aligned with team goals. This role involves the facilitation of meetings and trainings, collecting evaluation data and utilizing adult learning strategies for presentations and the facilitation of meetings and trainings. Additionally, the Specialist manages relevant data systems to support team objectives. By excelling in cultivating connections to enrich partnerships, they play a crucial role in enhancing team effectiveness and ensuring successful implementation of Community Partnerships initiatives, serving as both a catalyst for innovation and a cornerstone of relationship-building to realize impactful community resiliency and capacity-building efforts.

This position is generally scheduled Monday – Friday; occasionally weekend work and may require attendance at off-site meetings. This position may require attending or presenting at events hosted at night or on the weekends.

Examples of Duties for Success

  • Work closely with the Office of Strategic Partnerships and Resilient Communities Leadership Team to understand goals to inform programming and support. 
  • Performs a broad range of professional duties and project management to assist with the overall operations and organization of the Community Partnerships Team. 
  • Facilitates and acts as lead and support trainer at events, trainings, workshops, and strategic planning sessions.
  • Performs technical work in the planning, organizing, coordinating, and evaluation of department projects, trainings, conferences, and activities.
  • Develops, maintains, and collates evaluation and survey platforms for pre/post-survey data. 
  • Prepares training and resource materials including presentations, flyers, website content, etc. 
  • Network and build relationships to support Community-Based Organizations' and Neighborhood group engagement in capacity-building activities. 
  • Works closely with County staff for trainings, events, and facilitation coordination including, vendor and speaker coordination, room scheduling, marketing, catering, etc.
  • Supports SPARC initiatives including attending or coordinating events or activities with or for other team members. 
  • Collaborate with the Strategic Initiative Team to build and support county-wide data infrastructure and systems to track and measure the impact of county resilience initiatives.
  • Perform community engagement efforts and communications strategies in partnership with the County's Communications team to effectively disseminate information and promote initiatives.

Qualifications for Success

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two (2) years of increasingly responsible experience in assisting in training, facilitation, and conference or training coordination. 

  • Working experience with government systems, non-profits, and community organizing. 
  • Work experience with project management, program evaluation, and data collection.  

Education and Training:

  • A high school diploma, GED, or equivalent.
  • A Bachelor's Degree in Education, Public Relations, Political Science, Public Administration, Sociology, or a related field preferred or a closely related field is preferred.
  • Possession of a valid driver's license.
  • A combination of education and equivalent work experience may also be considered on a 1:1 basis.  (example: four-year degree would substitute 4 years of experience)

More Qualifications for Success

  • Driving: Drives a County or personal vehicle in the normal course of business.
  • Office Equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone (desk & cell), camera, and electronic diagnostic equipment. Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel. 
  • Physical Activities: Moderate physical activity that may include walking, sitting, standing for long periods of time, stooping, bending, reaching, lifting & carrying less than 20 pounds.
  • Schedule: Position generally scheduled Monday – Friday; occasionally weekend work. May require attendance at off-site meetings. This position may require attending or presenting at events hosted at night or on the weekends. 
  • Additional Working Conditions: May be exposed to work settings that vary in convenience and comfort. May be required to visit external, non-county work sites with the County having limited control over the work environment.
