Job Summary
Seeking visionary leader with solid management, organizational and financial skills to assist County Manager, providing strategic leadership to the organization and community. Minimum of BA/BS in Public or Business Administration or related field, MA/MBA preferred, and 8-10 years of increasingly responsible public sector experience with a minimum 5 years senior management experience; or a combination of education and experience which provides the knowledge and abilities to perform the essential functions of the job.
Performs complex work providing administrative and managerial direction to La Plata County. Supervises and coordinates the activities of assigned departments for the County Manager; implements plans, programs and actions consistent with the direction of the County Manager and the Board of County Commissioners. Serves as the County Manager in his/her absence.

Provides administrative and managerial direction to assigned department through subordinate department directors in accordance with County policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Assists in developing annual operating budget(s) for assigned departments; monitors and administers approved budget(s).
Assists the County Manager with managerial and administrative responsibilities regarding the overall operations of the County.
Supervises major re-organizational and management studies. Implements and manages specific programs or projects, including grant-funded projects; attends to administrative matters, communicates with citizens and community groups regarding said projects as required.
Represents the County at various governmental and community activities, such as making speeches at civic and business associations, meeting with persons within the community, officials, and citizens, to establish goodwill and solve/respond to issues.
Serves as member of County Leadership Team; considers and makes commendations on operational and policy matters; provides input regarding administrative, communications and public information to the Team.
Develops, communicates, and monitors policies, procedures, and standards for the County; recommends revisions; develops, advises and oversees supplements to the County Code; coordinates development and revision of policies, procedures and standards with related departments.
Monitors current, newly adopted, and proposed legislation; suggests changes in legislation; communicates verbally and in writing with the County's lobbyist to ensure that the County positions are enunciated; advises Board of County Commissioners and County Manager as required.
In conjunction with the County Manager and the Finance Director, reviews departmental budget requests, reports, studies and recommends appropriate action.
Receives and investigates complaints and inquiries by citizens and outside agencies, responds or refers to appropriate department for action and follow-up. Takes action on issues or problems brought to the Board and/or the County Manager's attention; researches issues and recommends appropriate responses.
Performs other related duties as assigned.
Regular and predictable attendance is required.

Minimum Qualifications Required
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities for this position would be:
- Bachelor's degree from an accredited four-year college or university in Public Administration, Business Administration, Communications, or a related field; and,
- Five years of progressively responsible professional management and supervisory experience in a government agency, municipality or county government. Experience must include responsibility for major project development and administration in diversified subject areas, which involve direct communication and interaction with government managers and policy makers. related experience with background in the areas of program evaluation and public relation.
- Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Valid State Driver's License.

Knowledge of:
Principles and practices of public administration.
Laws and legislation governing local, state and federal government operations.
Principles and practices of media relations, information management and personnel administration.
Supervisory techniques, resource allocation, planning and budgeting.
Organizational, administrative, and management principles and practices.
Administrative principles and practices, including goal setting, program budget development and implementation and strategic planning methods.

Listening carefully and patiently to a variety of individuals and groups with strongly held views and to glean information which can be used to develop effective organizational plans
