Position Overview:
The Town of Avon, Colorado, is accepting applications for a Public Works Director
The Public Works Director oversees four division managers to help direct the work of full-time and part-time staff and related work performed by independent contractors. Works collaboratively with other Department Directors and primarily with the Town Engineer on many capital projects and the Chief Cultural Officer on implementation of special events programming.

Essential Functions:
- Operational Management: Oversees and directs the provision of municipal services by all Divisions within Public Works. Coordinates with the Chief Cultural Officer and Recreation Department to support special events.
- Capital Projects: Works collaboratively with the Town Engineer and Engineer Department on Capital Projects and oversees Capital Projects assigned to Facilities and Operations.
- Financial & Budget Management: Prepares Department budget, proposes options and strategies to achieve strategic goals with available financial resources, complies with all financial policies, conducts analysis of cost and performance, and provides analysis of future operation and maintenance costs associated with new infrastructure, buildings and assets.
- Infrastructure & Asset Management: Oversees and implements management of the Town assets assigned to Public Works with assistance and support from Engineering Department.
- Contract Management: Prepares, administers and enforces contracts in accordance with Town’s Financial and Procurement policies, prepares requests for proposals and administers review process, negotiates contract terms, reports contract status to Town Manager and Council as appropriate.
- Leadership: Attends Department Director meetings, attends Council meetings, attends Leadership Team meetings, promotes and nurtures a positive workplace and culture of teamwork, innovation and leadership for all employees within the Public Works Department, leads by example, and regularly suggests areas for improvement for the functions and performance of the Public Works Department.
- Personnel Management: Hires, supervises, directs, and provides leadership for Staff within the Public Works Department, assesses and implements best personnel management practices, conducts routine performance reviews of Staff and provides feedback, determines appropriate training and leadership development, promotes Town of Avon’s workplace culture, follows Avon Employee Policies, and coordinates with Human Resources when appropriate.
- Safety Program: Implements best safety practices across all Divisions, promotes Safety Committee goals and objectives, and achieves employee compliance with the Safety Manual.
- Grant Administration: Actively identifies grant opportunities, prepares and submits grant applications and administers grant awards in coordination with other Departments and Finance Division.
- Customer Service: Achieves a high level of customer service for all operations, including both internal and general public customers.
- Certifications and Training: Maintains continuing education requirements pursuant to professional certifications and maintains sufficient education and training in all areas of responsibility.
- Other: Other duties as assigned.

Qualifications
A bachelor’s degree in public administration, business administration, engineering, or similar focus, with a minimum of ten (10) years progressive supervisory experience working in the public (or private) sector in public works management role. Background and knowledge about a number of public works related programs and services preferred, including but not limited to streets and parks operations, facilities (asset) management, fleet maintenance operations, and mobility operations and services. Master’s degree in business administration or public administration preferred. Experience with grants preferred. Position requires possession of a valid Colorado Commercial Driver’s License. Any equivalent combination of experience and education will be considered. Employment is contingent upon successfully passing a pre-employment drug and alcohol test and may be subject to random, unannounced drug and alcohol testing as outline in the Town’s Drug & Alcohol Policy and ability to pass a Department of Transportation (DOT) physical examination.
