Reporting to the City Manager, the Finance Director serves as the City Treasurer and is responsible for management of Finance Department staff in all accounting, financial reporting, treasury, revenue collecting and licensing, payroll, accounts payable, sales/use tax, utility billing, debt management and risk management (property/casualty and general liability) activities for City of Golden. The Director is also responsible for the Fleet Department. The Director leads a team of 16 FTEs and has 2 direct reports: the Deputy Finance Director and Fleet Manager. 

The City of Golden
Golden is a full-service city serving a population of over 20,000 across 9 square miles with a team of 301 FTEs and a 2026 operating budget of $112 million and an all-funds budget of $150 million. Incorporated in 1871, the City of Golden operates under the Council-Manager form of government with a seven-member City Council. The Council is elected on a non-partisan basis for four-year staggered terms, with elections every two years. Four Council members are elected by wards, two by districts (each encompassing two wards), and the Mayor is elected at-large. The City Manager is the Chief Executive Officer of the day-to-day operations of the City and appoints the Deputy City Manager and department heads.

The City of Golden strives to be a regional leader, bringing new innovations to government. In July 2023, the City launched a compressed workweek pilot program within the Police Department in which all Department employees moved from a 40-hour workweek to a 32-hour workweek without a change in pay. In May 2024, the City expanded the program to all City departments and continues refining the program to maximize employee wellbeing and balance. 

QUALIFICATIONS

THE IDEAL CANDIDATE

  • Displays integrity, honesty, trust, and ethics beyond reproach.
  • Extensive background in finance, including sales and other taxes, budgeting, audit, payroll, and accounting.
  • A strong leader and manager who will empower and support staff and guide them to perform at a high level.
  • Has excellent communication skills and the ability to see the big picture.
  • Is energetic, actively engaged, flexible, adaptable; possesses common sense and a good sense of humor; and is willing to take a stand when necessary.
  • Trusts others, communicates clear expectations, coaches staff, and promotes a learning environment.
  • Will understand the organization before making changes, prioritize others over themselves, and promotes collaboration between departments.
  • Engages with the business community and residents. Possesses a high degree of political and community intellect.

EDUCATION & EXPERIENCE
B.A. in business administration, accounting, finance, public administration, or related field required. Master’s degree, CPFO and/or CPA a plus. Minimum 7 years progressive responsible government accounting and finance experience with emphasis in finance and 3 to 5 years managerial experience. Or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and abilities to successfully perform the job.
