The Government Affairs Specialist drives legal compliance across the resident lifecycle, focusing on lease oversight, industry-related legislative tracking, and policy execution. This role functions as a strategic research and communication hub, leading collaboration within Property Operations with Operations Compliance, and all other necessary support departments to ensure Mission Rock’s policies reflect current legal standards and best practices and proactively respond to evolving regulatory and public policy environments. The ideal candidate brings strong analytical skills, attention to detail, the ability to implement and execute changes, and the ability to communicate complex information to cross-functional teams clearly and consistently. Engagement and attendance throughout key industry events and webinars are expected to keep the organization informed and agile.

Essential Duties/Responsibilities

  • Monitor, track, and interpret local, state, and federal legislation and public policy developments impacting multifamily  housing and resident relations
  • Partner with legal counsel, policy experts, and regional industry associations to remain knowledgeable of legislative pipelines and the organizational and industry impact Work with elected officials and bridge the gap with operational support for issues that go beyond onsite Operations abilities.
  • Testify on legislation on behalf of Mission Rock Residential.
  • Develop internal policy briefs or impact summaries to inform leadership of coming legislative risks and opportunities.
  • Collaborate with the Operations Manager and Property Operations  department to develop, update, and communicate company policies
  • Initiate, develop and distribute professional client-facing legislative updates specific to their portfolio and market areas
  • Ensure MRR’s lease file compliance expectations align with legal and operational standards
  • Conduct regular lease file templates audits and risk  assessments to identify and mitigate compliance vulnerabilities
  • Research industry trends, regulatory updates, and best practices, serving as the organization’s internal subject matter expert

Requirements

Job Qualifications

Knowledge:

  •  Understanding of local, state, and federal laws and regulations related to multifamily housing, including landlord-tenant law and fair housing
  •  Familiarity with lease agreements, resident lifecycle processes, and compliance standards in property management
  •  Knowledge of legislative and public policy processes, including how laws are introduced, passed, and enacted
  •  Awareness of industry best practices and trends through engagement with organizations like the National Apartment Association (NAA) and NMHC
  •  Understanding of regulatory bodies and compliance requirements relevant to multifamily housing (e.g., HUD, state housing authorities)

Skills:

  • Strong research and analytical skills to track, interpret, and summarize legislation and assess organizational impact
  • Exceptional written and verbal communication skills, with the ability to translate complex legal or policy content into clear, actionable updates
  • Proficient in developing policy briefs, compliance documentation, and professional client communications
  • Detail-oriented with experience conducting audits and identifying compliance risks
  • Comfortable presenting information to diverse audiences, including cross-functional teams and senior leadership
  • Strong collaboration skills, with the ability to work across legal, operations, marketing, and learning teams to implement policy and process changes
  • Self-driven and organized, with the ability to manage multiple priorities and stay engaged in industry education and events
  • Strong interpersonal skills.
  • Highly proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Proficiency in legislative tracking software preferred
