About The Role
We’re looking for an HR Supervisor who brings energy, adaptability, and a collaborative spirit to lead two essential HR teams:
- HR Solutions Center (HRSC) – The Front Door of HR: This team is the first stop for employees, leaders, and HR partners. They handle Tier 1 HR support, meaning they manage high-volume, day-to-day needs while ensuring a consistent and exceptional customer experience. You’ll lead this team to deliver services in:
- Responding to employee inquiries and resolving Tier 1 issues
- Onboarding new hires and processing their benefits
- Managing personnel records and processing personnel changes
- Partnering with other HR functions (Organizational Development, Benefits, HRBPs, etc.).
- Recruiting – Attracting the Best to Serve the City – You’ll also lead a recruitment team that helps us find the people who will shape the future of our city. This includes:
- Building and executing proactive recruiting strategies to attract high-quality candidates.
- Leading and mentoring a team of recruiters through complex, high-volume, and executive level recruitments.
- Driving sourcing efforts and overseeing outreach with community partners.
- Championing the City's as an employer of choice.

Who We're Looking For
We are seeking an engaged leader who is:
- A strong HR professional and critical thinker – You know how to assess a situation and figure it out, even when there’s no playbook.
- A recruiting strategist – You understand the full talent lifecycle and will be comfortable coaching your team through high stakes and hard-to-fill recruitments.
- Service-minded – You understand that Tier 1 is the face of HR and must deliver with consistency, accuracy, and care.
- Calm under pressure – You’re at ease managing competing priorities and helping your team stay focused.
- Growth-focused – You help others succeed through coaching, feedback, and development.
Minimum Qualifications
- Bachelor’s degree from an accredited college or university with major coursework in a related area of study
- At least three years of increasingly responsible experience as an HR professional
- At least two years of supervisory experience
We value a diverse range of qualifications and experiences. Our organization views each year of further education as equivalent to each year of relevant work experience, and each year of additional relevant work experience as equivalent to each year of required education.
Preferred Qualifications
- Possess an HR Certification (Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), or equivalent.
- Experience in a government or public sector HR environment.
- Hands-on experience with NeoGov, and PeopleSoft HR.
- Proficiency in Microsoft Office Suite including Excel.
