The Senior Digital Communications Specialist plans, manages, creates, and implements external and internal digital communications messaging and tools, to include: website(s), intranet, social media, newsletters, targeted email campaigns, and digital signage consistent with established strategies and goals. Designs, builds and maintains accurate and compelling content using a variety of software applications. Develops, implements, and manages strategies for social media, website design, content, search engine optimization (SEO), maintenance, and reporting consistent with established procedures.  

Essential Duties & Responsibilities

  • Oversees strategic planning and day-to-day management of technical objectives and content for the City’s website(s), intranet, social media, newsletters, digital signage and targeted email collateral
  • Plans, creates, maintains, and manages City websites and social media content to ensure user-friendly access, timeliness and accurate and consistent information within established procedures
  • Manages social media accounts and editorial calendars for City communications
  • Provides insight and strategic guidance on digital communications best practices to Community Relations team and staff from other City departments
  • Coordinates timely responses  to questions or comments sent to the city via social media
  • Reviews all city social media accounts managed by other departments to ensure they are adhering to the city’s social media policies
  • Helps develop and create videos and/or images for use in social media posts
  • Manages digital advertising and promotional efforts on social media, web, and other online digital platforms
  • Develops and oversees integration between the City’s websites and web based departmental and enterprise applications
  • Plans, creates, optimizes, and manages new or existing websites and/or functionality modules and updates website specifications and user manuals
  • Collaborates with subject matter experts to ensure City platforms meet digital accessibility requirements
  • Performs daily site maintenance and regularly navigating the website to view and maintain content for accuracy and enforces defined web standards and specifications
  • Assists in the development of web-based applications for the Community Relations Division
  • Collaborates with Information Technology on technical strategies and processes  
  • Utilizes current graphics and web design technology including basic HTMLand CSS.
  • Uses third-party content management systems to maintain electronic properties
  • Anticipates electronic content needs as well as future technology needs based on reporting data and interactions with internal customers
  • Prepares reports for supervisor, management and city council  on trends, website statistics, usability utilizing Google Analytics and other web monitoring tools
  • Manages the digital bulletin content on city TV monitors and Channel 8 (cable access channel) 
  • Ensures consistency of electronic content with document retention policies, style guides, best practices, and city and/or division policies and procedures.
  • Provides user training on website navigation and related functionality
  • Works with external vendors as single point of contact for all contracts and provided services
  • Leads internal stakeholders and external partners to execute project plans that create a positive user experience and align with organizational goals
  • May oversee digital content creation and/or platform management efforts conducted by interns, variable-hour staff, or other staff members
  • Performs other duties as assigned

Minimum Qualifications

Bachelor’s degree in Communications, Public Relations, Information Technology, Marketing or related field required. A minimum of three years of professional social media management and website content management experience is required. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Must have a strong knowledge of current web-based technologies, website content management, and social media best practices.

Equipment Used, Work Environment and Physical Activities

  • Driving: May need, or have ability, to drive a city or personal vehicle in the normal course of business
  • Office equipment: Daily use of computer, keyboard, copier, scanner, printer, calculator, phone. Daily use of software programs including Microsoft Office Suite, Outlook, Word, Excel and graphic design software
  • Other equipment: May use still and video cameras
  • Physical activities: Sits for long periods of time; light physical activity that may include walking, standing, stooping, bending, reaching, lifting and carrying
  • Lifting: Ability to lift, carry, and exert up to 25 pounds
  • Vision and hearing: Must have visual acuity to see and read paper and electronic documents. Must be able to answer telephones, communicate conversation and respond to verbal inquires
  • Exposure to environmental conditions: Position generally works in an office setting with overhead lighting and long periods of screen time
  • Schedule: Position generally scheduled Monday – Friday. May require attendance at evening meetings, council sessions or after-hour events. May require attendance at off-site meetings
