POSITION PURPOSE / IMPORTANT APPLICATION INFORMATION

The Communications Coordinator is a professional-level, highly responsible position that plans, develops, and executes the City’s executive and organizational communication and engagement activities under the supervision of a Communications Supervisor.

This position supports citywide communications with a focus on creating executive and organizational communications materials, including presentations, talking points, and briefing materials for the City Manager, senior leadership team, and elected officials as well as supporting the larger communications team engagement efforts. The ideal candidate will be asked to draft, edit, and review professional, engaging internal communications that build employee community, strengthen culture, and drive employee understanding of City priorities, initiatives, and values. Additionally, this position will support external communications and engagement projects to residents as needed.

This position may be tasked with leading specific projects, serving on committees, developing plans, or serving as a liaison with City departments. The ideal candidate will thrive in an independent work environment and must demonstrate the ability to exercise initiative and sound judgment in a fast-paced environment.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

  • Translate complex policy and technical information into clear, compelling narratives, slide presentations, speeches, and talking points for senior leaders
  • Design, coordinate, and deliver internal communication campaigns that increase awareness, connection, and engagement among employees across departments and locations
  • Understand services provided by the City in order to incorporate key concepts into executive remarks, presentations, and digital content for a variety of audiences

JOB SPECIFIC FUNCTIONS

Essential Job Functions, Duties, Responsibilities, and Tasks Executive and Organizational Communications:

  • Draft, edit, and refine executive-level communications, including talking points, presentations, and briefing materials for the City Manager, senior leaders, and City Council
  • Develop and implement citywide internal communication efforts that build a sense of community and shared purpose, including intranet content, all-staff emails, leadership messages, and internal campaigns tied to organizational priorities
  • Create briefing materials and communication toolkits to support leaders in cascading key messages to their teams
  • Collaborate with content contributors from all City departments to provide timely, accurate, and engaging information for staff and residents
  • Act as a liaison with City departments and divisions to support their executive and internal communication needs and ensure alignment with citywide messaging
  • Develop and implement citywide internal and external communication efforts, including: intranet, website, briefing materials for senior leaders, social media posts, email newsletters, and print publications
  • Support website editing, page building, and marketing through multiple online platforms including Civic Plus and Word Press

Public Engagement:

  • Plan and execute internal engagement communications that highlight employee stories, celebrate successes, and promote participation in organizational initiatives, events, and programs
  • Support outreach efforts and promotion of City programs, projects, and services through coordinated internal and external messaging

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

Education, Experience, Skills, Formal Training, Licenses, and Certifications
Required :

  • Bachelor’s Degreein communications, journalism, political science, English,or marketing
  • Three (3) to five (5) years ofrelevant experience in marketing, communications issue advocacy/or public relations, talking points, and briefing materials) for senior leaders
  • Excellent writing and editing skills with demonstrated ability to translate technical writing or policy documents into accessible materials for staff and residents
  • Possession of a valid driver’s license and maintenance of a safe driving record

Preferred :

  • Background or experience in government or public-sector organizations
  • Experience designing and executing internal communication campaigns that increase employee engagement and organizational alignment
  • Demonstrated digital content creation and proficiency in Microsoft PowerPoint and Adobe Creative Suite, or other similar tools
  • Experience with multi-lingual communication best practices

  • Experience with strategic communications and/or community outreach
  • Experience in photography, videography or video editing

Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements:
Work is sedentary in nature and requires sufficient physical stamina and strength for:

  • Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing, sometimes for extended periods
  • Frequent squatting, reaching above shoulder, and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing, and reaching below shoulder to store documents, material, and supplies
  • Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
  • Frequent lifting, carrying, and pushing and/or pulling of up to ten (10) pounds to move material and supplies; occasional lifting and pushing and/or pulling of up to 25 pounds with dollies and carts

WORKING CONDITIONS
Work is constantly performed indoors. This is primarily sedentary office work. Must demonstrate the ability to meet the physical demands of the job, including the ability to retrieve information from various locations in the office when needed. Exposure to periods of high activity and stress under demanding conditions. The position requires a great deal of communication with City employees, the public, and outside agencies.
Required Materials and Equipment
Operates general office equipment including telephones, calculators, personal computers, copy machines, printers, digital cameras/video recorders, and associated graphics/video software systems.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.

401(a) Contribution Rates:
Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 12% of your base pay.

  • Less than 3 years – 0%
  • 3 to 4 years – 60%
  • 4 to 5 years – 80%
  • Over 5 years – 100%
