Position Summary
The Pathways Director is responsible for providing strategic leadership and oversight for all aspects of EFAA’s Pathways Program and Staff. EFAA Pathways is a program that provides housing and supportive services to families experiencing homelessness, guided by the Family Resource Center Association’s Family Pathways Framework and Standards of Quality for Family Strengthening and Support. The Director oversees the implementation of program tasks and strategic priorities, evaluates the performance and impact of programs and services, and is responsible for adjusting program delivery as needed. In conjunction with the Pathways Program Manager and Supervisor, the Pathways Director identifies barriers to service gaps in the effective implementation of the programs and develops strategies to address them. They also develop and manage the program budget in collaboration with the Program Manager and work with community partners to coordinate service delivery to Pathway participants.
Essential functions
Program Leadership
• Develop and maintain written program guidelines and procedures in collaboration with Program Manager and Data, Monitoring, and Evaluation Coordinator that are consistent with industry standards, best practices, and highly functioning organizations, including monitoring program performance and outcomes, and compliance with eligibility and program guidelines.
• Responsible for integration of full participant experience into all aspects of program design and implementation, from point of first contact through program completion.
• Collaborate with Program Manager and Communications Manager to design participant-facing materials and communications.
• Design, implement, and strengthen Pathways programming to deepen EFAA’s engagement as a Family Resource Center, ensure that EFAA Pathways Program aligns with the Family Resource Center’s Family Pathways Framework and design programming accordingly, and serve on EFAA’s Implementation Team to ensure fidelity to the FRCA’s Family Pathways Framework model.
• Represent EFAA as a thought leader with partner agencies and related organizations, and work with them to identify and address barriers to access, community needs, and information sharing.
• Act as EFAA’s internal expert on Pathways and stay apprised of best practices in family homelessness, family strengthening and resilience, and related programs that move families toward stable housing.
• In collaboration with Property Manager and Pathways Supervisor, evaluate housing site availability, turnover, and exit strategies; assess need and identify solutions to limited availability to affordable housing.
• Manage program and staffing resources driven by available housing stock.
Support to Grant Development, Submission, and Reporting
• Manage funding from donor entities, including the annual contracts EFAA has with Boulder County, the City of Boulder, the City of Longmont, Colorado Department of Early Childhood, Day 1 Families Fund, and other foundation and private donors. Ensure adherence to grant funding requirements.
• Collaborate with the Development and Communications Department in the design and reporting on EFAA’s foundation and other restricted funding sources that support Pathways.
• Collaborate with the Development and Communications Department to develop strategies for long-term program growth.
Partnerships
• Identifies, cultivates, and stewards strategic institutional partnerships to strengthen relationships with external services providers to further serve Pathways participants, and continue to uphold EFAA’s reputation as a collaborative community partner.
• Analyze and synthesize program data to develop partnerships to help meet the needs of program residents, including building relationships with hotels and landlords.
• In collaboration with EFAA’s Economic Empowerment Team, develop and execute programming to build Pathway participants’ economic resilience through skill building, upskilling and other tools.
Monitoring and Evaluation
• Oversee Pathways metrics, including analysis of trends and identification of any actions needed to meet program and organizational goals.
• Monitor progress and report to Senior Programs Director on program performance and EFAA’s results measurement framework.
• Collaborate with Data, Monitoring, and Evaluation Coordinator to conduct surveys and evaluations of Pathways program, ensuring data reliability and validity.
Management
• Manage the Pathways Program Team to ensure high quality program delivery and operations.
• Oversee Property Management and Pathways Manager to ensure this is a coordinated partnership with strong communications between the leasing and administrative aspect of housing with the program delivery
• Provide excellent direct supervision to staff, responsible for hiring, training, and evaluating supervised positions consistent with EFAA policies, procedures, including annual evaluations and professional development plans for staff.
• Represent EFAA at external meetings and events.
• Prepare and manage department budget to meet objectives with available resources.
• Develop and maintain clear and transparent lines of communication between across teams.
• Provide coverage for the Pathways Manager as needed.

Skills and Competencies:
Minimum Requirements
• Years of experience and education:
o Post-secondary degree or equivalent experience required; advanced degree preferred in a relevant field.
o Minimum of seven years in the human services field with progressive responsibilities.
o Minimum of four years’ direct supervisory / management experience, prior experience managing managers / supervisors preferred
• Demonstrated ability to develop and manage programs that achieve results.
• Demonstrated history of using evidence-based program management and data-informed decision-making.
• Experience managing budgets in compliance with organizational policies and contractual requirements.
• Experience implementing Family Strengthening programming through trauma-informed lens.
• Positive and proactive leadership, strategic planning, and team management skills.
• Experience developing impactful community partnerships.
• Strong verbal and written communication skills.
• Attention to detail and an ability to manage multiple projects is a must.
• Experience working with Microsoft Office and Microsoft Teams, as well as the ability to use additional software programs
• Commitment to EFAA’s mission, vision and values
Preferred
• Experience with housing programs working with vulnerable populations.
• Spanish language proficiency (speaking, writing)
• Experience with deescalation or conflict resolution.
• Training and / or experience with mental health first aid.
Working Environment, Physical Activities and Equipment Used: Typical office environment. Regularly uses computers for data input and other work. Take proper safety precautions while at work, reports unsafe circumstances and takes action to prevent accidents. Responsible for ensuring volunteers and supervised staff adhere to EFAA Safety Rules at all times.
