What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $128,556.00 – $218,545.00/year. Our starting hiring range is $150,000.00 – $185,000.00/year, based on experience and education.

Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at least three days a week at the Wellington E. Webb Building- 201 W. Colfax Ave, Denver, CO 80202.
What You’ll Do
Denver Economic Development and Opportunity (DEDO) is creating an economy that works for everyone. We do this through multiple divisions: Denver Workforce Development, Neighborhood Equity & Stabilization (NEST), Division of Small Business Opportunity (DSBO), and Business Development, Innovation & Global (BIG).
We are seeking an experienced and visionary leader to serve as Chief Business Development Officer. Reporting to the Executive Director, the Chief Business Development Officer will represent the City and County of Denver and deliver on the vision of ensuring Denver is one of the best cities business and careers.
The Chief Business Development Officer manages multiple teams and works across city agencies to lead business development, recruitment, and retention efforts on behalf of the City and County of Denver.
As Chief Business Development Officer you will be responsible for multiple strategies and programs designed to enhance business growth and retention across the City and County of Denver. The role will also lead new strategic planning efforts for business development which may result in the development of new programs and priorities.
Specifically, as Chief Business Development Officer, duties include:
Business Recruitment and Attraction:
- Lead the business development team to identify and pursue opportunities to bring new businesses, industries, and investments to Denver.
- Promote Denver and its unique assets, including our skilled workforce, business-friendly policies, and quality of life.
- Support strategies related to the economic revitalization of Downtown Denver and the Downtown Denver Development Authority.
- Oversee multiple programs and facilitate access to resources such as grants, incentives, and networking opportunities to enhance competitiveness.
- Develop solutions for the City and County of Denver as it pertains to delivering efficient services and customer service to the business community.
Small Business, Innovation and Entrepreneurial Support:
- Lead the innovation team and support multiple strategies and programs to grow Denver’s capacity to foster entrepreneurship and incubate innovate startups.
- Oversee the Denver Park Hill Innovation Hub and deliver technical assistance, access to capital, and mentorship programs to help small businesses and startups thrive.
- Partner with community organizations to provide targeted support for minority-, women-, and veteran-owned businesses.
Global Business Development
- Lead the Global team to leverage Denver’s location, diverse economy and global connectivity and position our city as a leading hub for international trade, investment and innovation.
- Support the Global team’s strategies and programs for global partnership development. Assist in the curation of mayoral delegations to targeted international destinations and other strategic international engagements.
- Attract international companies to establish or expand their operations in Denver.
- Leverage Denver International Airport (DEN) as a critical asset for fostering global commerce and tourism.
Partnership Development and Management
- Develop partnerships with private sector leaders, nonprofits, and educational institutions to amplify economic development efforts.
- Serve as a primary liaison between the city, business leaders, and community organizations to address economic challenges and opportunities.
Economic Equity and Inclusion:
- Prioritize equity to ensure all communities benefit from the city and its economic growth, specifically targeting underserved neighborhoods and historically marginalized groups.

Our ideal candidate has some or all the following experience, skills, and characteristics:
- A strong commitment to business development, economic inclusion, and public service.
- A Bachelor’s degree in Business, Public Administration, or related field. Master’s degree in Business Administration, or Public Administration preferred.
- 10+ years of progressively responsible business and economic development program experience.
- 5+ years of managerial experience leading a results-orientated team in a growing urban market.
- Experience preparing and implementing strategic plans for business development, global (international trade) business, and workforce training/development programs and initiatives.
- Strong working knowledge of local government and regional collaborative efforts.
- Experience working with and serving diverse communities.
Required Minimum Qualifications
- Education requirement: Bachelor's degree in a related field based on a specific position(s).
- Experience Requirement: Five (5) years of leadership experience, which must have included director-level management responsibilities. One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations, or functions.
- Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
- License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
