Job Description Summary:
Under general supervision, the Engagement Specialist supports programming that seeks to empower leadership and amplify underrepresented voices in local government. Specifically, the position plans, facilitates and provides logistics and navigation support to teams of bilingual/bicultural stipend-based community leaders. These leaders, called Community Connectors, meet regularly with city staff in open dialogue sessions to provide community input on city structures, programs and decision-making processes; and share city information and community resources within their networks.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Coordinates logistics and facilitation of regular Community Connectors meetings including:
- Communicating meeting information and reminders in English and Spanish.
- Logistics of language interpretation services.
- Coordination of rotating facilitation by members of the teams.
- Preparation and delivery of updates about city information and resources.
- Fostering open dialogue to surface emerging issues from connectors, their neighbors and networks.
- Collaborating and brainstorming to navigate issues or challenges, including power dynamics and interpersonal conflict in group settings.
- Compiles and distributes, by email and text message, a bi-weekly bilingual communication with updated information and resources to ERCs and partners.
- Coordinates the occasional distribution of materials (ex. event flyers).
- Collaborates with other members of the Neighborhood Engagement and Services team to help connectors assist community members in navigating resources to address specific needs.
- Attends and participates in internal meetings as determined to share connector perspectives with city staff.
- Assists staff and connectors with development and logistics of community resilience events and workshops, including skill-building, wellness, and community gatherings.
- Collaborates with Engagement staff and connectors to innovate and evolve the Connectors program into a long-term community resource.
- Collaborates with staff and connectors to develop and deliver culturally relevant disaster response information and trainings.

- Performs related duties as required to meet the needs of the city.
- Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
- Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.
- Additional communications duties are possible based on individual’s interest, skills and time.
MINIMUM QUALIFICATIONS
- Ability to demonstrate commitment to respect, integrity, collaboration and service.

- Ability to facilitate dialogue and discussion among people, creating a positive and productive atmosphere, and following through on identified tasks.

- Ability to respond to communications and requests in a timely manner and to use discretion with confidential information.
- Ability to speak conversationally in English and Spanish.
- Knowledge of and computer skills, specifically in Microsoft Word, including Internet research, e-mail and document management.
- Knowledge of virtual meeting tools such as Zoom, Google Meets or Microsoft Teams.
- Valid Driver’s License and ability to maintain an acceptable motor vehicle record, with independent transportation to attend to all essential functions.
- Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
- Ability to comfortably interact with elected officials, other city leaders and community influencers or ambassadors.
- Ability to communicate fluently in English and Spanish.
- Ability to demonstrate experience working for or in partnership with a municipal government or public agency.
- Ability to handle sensitive and confidential material.
- Ability to manage projects.
- Knowledge of best practices associated with inclusivity and cross-cultural participation.
- Knowledge of the approaches and codes of ethics of leading civic engagement organizations, especially, but not limited to, the International Association of Public Participation.
- Skill in budget tracking.
REQUIRED EDUCATION AND EXPERIENCE
- High School diploma; or GED.
- Three (3) years of experience in community engagement or community organizing.

WORKING CONDITIONS AND REQUIREMENTS
- Physical & Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone, virtual meetings, and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
- Work Environment: Works in a hybrid environment, with a combination of in-person and teleworking opportunities. In office work is primarily in a clean, comfortable environment. Works in a setting subject to continuous interruptions and background noises. Ability and willingness to work some evenings and weekends, as required to engage with community members at times that work best for them.
- Machines and Equipment Used: Frequently uses standard office equipment including personal computers, telephones, calculators and copy machines.
