As the designated administrator of Colorado’s All Payer Claims Database (CO APCD), CIVHC oversees the collection of health care claims from Colorado’s public and private health care insurers and uses that information to promote price transparency, inform policy, advance health equity, conduct research, and much more. Job Summary:
The Director of Business Development is responsible for leading CIVHC’s strategic customer engagement to drive revenue growth by identifying and securing new client opportunities, fostering customer retention, and expanding relationships across various market segments. This role will be instrumental in identifying new markets and expanding CIVHC’s product and service offerings, in collaboration with other CIVHC leaders and teams. The role will propel the expansion of the services CIVHC offers, and strategic partnerships aligned with CIVHC’s mission to improve health and health care through data and analytics, in Colorado and nationally. The Director works alongside all teams including Data Solutions and Impact (Marketing/Communications) teams to identify and penetrate key CIVHC markets and execute successful sales, business development, and client engagement campaigns. This role encompasses both tactical execution and strategic leadership, ensuring alignment between day-to-day activities and long-term organizational goals. The Director ensures that the organization’s voice not only resonates externally, but also aligns internally, fostering a culture of purpose, transparency, and accountability
Supervisory Responsibilities:
- Oversees the daily activities of business development staff, including business development workflows, sales tracking, and goal attainment.
- Provides strategic sales support in pursuit of new opportunities, as needed
- Interviews, hires, trains, and mentors departmental staff.
- Conducts performance evaluations and coaching.
- Leads cross team and cross department collaboration and partnership within CIVHC, to ensure coordination and efficiency in the execution of day-to-day tasks.
Duties/Responsibilities/Essential Functions:
- Develops and executes annual business development plans aligned with CIVHC’s strategic objectives.
- Is an active participant in CIVHC’s organization-wide efforts to develop new revenue streams, product and service offerings.
- Primarily responsible for lead generation; this position leads efforts to identify new clients and qualify, and secure new business opportunities with government, research, nonprofit, provider, payer, digital health organizations and beyond.
- Collaborates with CIVHC’s Impact team to align marketing and outreach campaigns and outreach with CIVHC’s services and key audiences.
- Drives revenue growth by expanding CIVHC’s footprint within existing accounts and identifying opportunities to deepen engagement and broaden service offerings.
- Has expertise with and oversees documentation of sales pipeline, conversion rates and other key statistics in Salesforce
- Leverages metrics and reporting to inform decisions.
- Continuously develops a pipeline of leads and prospects.
- Collaborate with Impact team to develop materials, including marketing collateral, case studies, and presentations, ensuring that they are compelling, customized to client needs, and reflect the organization’s strengths.
- Participates with other department leaders to foster a collaborative and supportive work environment that promotes professional growth and development. Ensures customer satisfaction through strategic account management and resolution of issues.
- Develops strategies for dealing with obstacles, customer objections, and competitive situations.
- Contributes to goal setting and KPI development related to earned revenue and partnership success.
- Participates in key industry conferences and events to promote CIVHC.
- Supports financial forecasting and budget planning related to business development.

Required Skills/Abilities:
- Strong consultative sales and negotiation skills.
- Excellent verbal and written communication.
- Experience developing sales strategies, outreach plans, and business proposals.
- Strong understanding of the health care landscape, especially related to data use and policy.
- Strong experience using Salesforce as a CRM tool
- Willingness to learn about the structure and available data in the Colorado All Payer Claims Database (APCD)
- Ability to build relationships with partners across multiple sectors.
- Skilled in market research.
- High emotional intelligence, initiative, and adaptability.
- Experience supervising other team members and cultivating their success.
Education and Experience:
- Bachelor’s degree in business, public health, marketing, or a related field; 7 years of progressive experience in business development or sales will be accepted in lieu of education.
- Minimum 5 years of experience in business development, sales, or client relationship roles in health care, technology, data analytics, or other mission-driven sectors.
- A minimum of 2 years of experience managing a team is required.
- Experience in health care, public health, or a data-focused organization is highly desirable.
Physical Requirements:

Working Environment:
This position is based in Denver, Colorado and only applicants that live within commuting distance to Denver, or plan to relocate to a commutable distance will be considered for this role. Limited relocation assistance may be available for out of state candidates. CIVHC operates in a hybrid work environment with a requirement of at least 1-day per week in the office.
This position involves long-term sitting, computer /desk work, some walking and standing, minimal light lifting, in an office environment. Virtual, phone, and in-person communication. Some overnight travel may be required, less than 5%.

Compensation and Benefits:
The salary range for this position is $120,000 – $130,000 annually, based on relevant experience, education, and internal equity.
