The Division of Labor Standards and Statistics (DLSS) exists to ensure: private sector employees are compensated according to and covered employers adhere to Colorado state labor laws, standards, and regulations; employers of union workers and union elections adhere to the Labor Peace Act; Colorado public employers comply with the U.S. Social Security Act, U.S. Internal Revenue Code and applicable State of Colorado public pension-related laws, coverage, benefits and system requirements; and, the production, analysis and dissemination of comprehensive information on the labor force and labor market conditions in Colorado through cooperative programs with the Bureau of Labor Statistics, Employment and Training Administration and the Census Bureau. The Division is comprised of two primary work units, Labor Market Information (LMI) and Labor Standards.
This is a Senior Executive Service position which serves at the pleasure of the Executive Director of the Colorado Department of Labor and Employment (CDLE). The position exists to provide leadership in meeting the vision and mission of CDLE and the Division while providing an exceptional customer experience through developing and maintaining a strong senior management team, overseeing daily operations, engaging employees and holding them accountable, strategically organizing and planning operations and work units, continuously improving processes, implementing optimal technology solutions, and building and strengthening partner and stakeholder relationships. This position serves on the CDLE Executive Team.
Duties include, but are not limited to, the following:
Establishes mission for DLSS. Communicates and models vision, mission and values of CDLE and mission of DLSS. Leads DLSS in personnel and operations management, planning work, financial management and relationship development. Leads DLSS staff in the accomplishment of DLSS and CDLE goals and objectives. Leads, coaches, mentors and manages DLSS leadership team by assisting them in the development of performance requirements and competencies for their programs focused on accountability.
Assists and guides the LMI Director, Labor Standards Director and their managers and supervisors to hold staff accountable while providing training to develop and improve staff skills.
Through values-based leadership and direction, develops the culture of the Division to accomplish goals and serve customers in a professional environment. Holds staff accountable in meeting federal, state, Department, Division and customer service standards. Develops an organization of high achievers through transparency, accountability and inclusion.
Establishes and updates the DLSS strategic plan to support the CDLE strategic plan and vision of "quality and excellence in all we do" considering statutory and contract responsibilities, and input from DLSS Leadership and Strategic Planning teams, staff, partners and stakeholders. Leads operations to meet strategic plan goals and objectives.
Works with a broad group of stakeholders in order to analyze and improve laws and policies designed to protect employees. Builds sustainable, long-lasting relationships with partners and stakeholders, including engaging in regular communications with all concerned.
Establishes and maintains a DLSS communications plan to support the CDLE goal of building effective partner and stakeholder relationships with input from the Executive Director, DLSS Leadership and Strategic Planning teams, staff, partners and stakeholders.
Represents the Department on Boards and Committees to further key DLSS partner and/or stakeholder relationships.
Through an effective organizational structure, culture change and performance management engages staff to develop efficient and effective processes which are documented and reviewed for continual improvement. Effectively uses centralized services in HR, accounting, budget, procurement, contracting and technology to avoid duplication of effort and provide appropriate technical oversight.
Works with the legislature and appropriate committees and constituents in the development of DLSS legislation. Provides guidance and council to legislative committees reviewing initiatives impacting DLSS. Evaluates constituent feedback, changes and trends in standards and federal regulations. Quickly and proficiently determines their impact; and provides education and advice to legislators and stakeholders on recommended changes to Colorado laws and regulations. Presents the Division's position on issues to the Legislature. Participates on national boards and committees.
Is a thoughtful contributor to the Executive Team. Advises and supports the Executive Director and the Executive Team in developing CDLE-wide strategic objectives. Advises and supports the Executive Director, Executive Team and CDLE leadership and staff in meeting the CDLE-wide strategic objectives.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS:
Nine (9) years of professional experience in executive leadership position(s) of large, complex organization(s) with proven examples of performance management and process improvement including the following:
- Establishing organizational structure, developing strategic plans, setting budget goals and objectives to maximize the organization's effectiveness and efficiency, utilization of data to drive performance objectives and initiatives, and fostering a collaborative environment;
- Two (2) years of experience successfully leading and supervising other senior- and/or mid-level managers;
Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to nine (9) years
Preferred Qualifications:
- Experience in labor relations including working with labor laws and labor unions, and working with DLSS partners (USDOL, NASWA, RM LERA etc.)
- Graduate-level degree
- Experience in state or federal government

- Ability to work in a complex and political environment.
- Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals.
- Demonstrated working knowledge and experience with Microsoft Office Suite.
- Demonstrated working knowledge and experience with Google Mail, Calendar, Drive and Docs.
- Ability to work and perform while operating within strict time constraints and competing priorities.
