What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $90,000 – $125,000. We also offer generous benefits for full-time employees which include but are not limited to:

Location
The City and County of Denver supports a hybrid workplace model. In this position, you can expect to work in the office a minimum of 3 days per week. Employees must work within the state of Colorado on their off-site days. The office for this position is located at 101 W. Colfax Ave a minimum of 3 days per week. Additionally, this position will be required to attend periodic City Council meetings, which are typically weekly in the late afternoon/evening, and Board of Public Health & Environment meetings, which are typically held once per month each, in the evening.
What You’ll Do
Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of six divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; Emergency Management and Medical Operations, and Environmental Quality. As the Legislative Liaison, you will assist DDPHE’s Executive Management, Directors and program staff by providing policy and legislative guidance, feedback, and coordination for a wide variety of complex issues and initiatives that are relevant to the department’s mission to empower Denver’s communities to live better, longer. This position is a primary point of contact with various stakeholders from the mayor’s office, city council, and other city agencies in providing critical support of legislative and policymaking functions across the department. This position is also responsible for the oversight and administration of the Board of Public Health and Environment (BPHE), including overseeing administrative hearings and other governing functions. This position shall work closely with the Manger of Engagement and Planning to support opportunities for strategic collaboration and will demonstrate a commitment to equity by embedding equity into the processes, policies, and systems of this work across the City.
Specifically, in this position, you will:

Oversee and coordinate DDPHE legislative process through the mayor's office and city council, including bill request management, internal coordination and tracking of presentation development, city council briefings, and presenting at council committees and council meetings.

Organize and manage the department’s policy platform across all divisions through internal policy development and approval from the mayor’s office, city council, and other stakeholders as appropriate.

Manage DDPHE review of and input on state legislation potentially impacting DDPHE and Denver residents.
-
Represent the department on the Colorado Association of Local Public Health Officials (CALPHO) Policy Committee and other related committees to advance public policy priorities and support regional collaborative relationships.

Research governing policies, procedures and laws and respond, resolve and/or refer complaints and inquiries appropriately from city council, the mayor’s office, and other internal and external stakeholders.

Perform communications functions related to legislative or governance activities in coordination with the Communication team, including but not limited to, working with DDPHE Divisions and in crafting proactive outreach or replies to city council and other internal and external parties.

Convene and facilitate meetings with councilmembers on behalf of DDPHE as needed.

Establish and maintain working relationships with all council members, council aides, and council central office staff.
-
In collaboration with the Manager of Engagement and Planning, develop strategies for engaging community and city council offices to support more equitable community engagement and policymaking by the department.

Coordinate and oversee monthly BPHE meetings and activities through collaboration with board chair and DDPHE Executive Director to create agendas, minutes, final orders, and other output as appropriate.

Assist department personnel, external petitioners, and other parties for successful meeting participation in appeals, petitions, and other proceedings before the BPHE.

Manage internal coordination and tracking of presentation development for department presentations to the BPHE.

Serve as a general point of contact between BPHE and DDPHE staff.

In coordination with city attorney counterparts, facilitate training for all new BPHE members related to board members roles and responsibilities, board authority, and other topics.

Research and continuously improve and update rules, bylaws, and other governing documents of the BPHE.

Manage administrative hearings department-wide as delegated by the BPHE, including the supervision of the Administrative Hearing Clerk (1), onboarding and supervision of Administrative Hearing Officers (1-3), collaboration with city attorney counterparts, collaboration with impacted programs across the department, facilitation of quarterly meetings and other continued learning opportunities, and manage all associated data and reporting.

Complete monthly reports for DDPHE Executive Management and Directors, the Mayor’s Office and BPHE.

Manage the SSBO division’s cashiering function in collaboration with other divisions across the department.

Along with all DDPHE staff, actively participate in emergency preparedness and response team activities to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time respond to emergencies. Training will be provided.

Required Minimum Qualifications

Education requirement: Bachelor's Degree in a related field based on a specific position(s).

Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
-
Additional appropriate education may be substituted for the minimum experience requirements.
