PRIMARY DUTIES & RESPONSIBILITIES

Hiring salary for this position is $96,760.00 – $120,950.00 annually.

OVERVIEW OF POSITION / DEPARTMENT

Administers and manages the operations of the City of Aurora's benefit and wellness programs under the direction of the Deputy Director of Human Resources. Works closely with Information Technology and the Finance departments to effectively manage systems, process and procedures within benefits and wellness. 

This position provides the highest levels of customer service by fostering positive relationships with internal and external customers and city leadership. This position expects exceptional analytical problem-solving skills, with ability to draw conclusions, extract themes and trends and propose recommendations.

  • Administers and maintains the City's employee benefit programs including fully-insured health care, fully- Insured and self-funded dental plans, vision plan, life insurance, long-term disability insurance, deferred compensation, employee assistance program, flexible spending programs, health savings account program, retiree programs, and voluntary insurance plans

  • Supervise and lead direct reports, this includes but is not limited to making recommendations regarding selection, hiring, training, evaluating and disciplining of assigned employees

  • Review benefits plan rules, premium update, plan changes, work processes, calculation changes, and so forth for all employee groups.

  • Oversees and assists with the annual Wellness Program, including program planning, implementation and budget

  • Focus on, create and communicate programs with proactive steps of cost containment, e.g. wellness programs, lifestyle changes.

  • Evaluate and manage relationships with vendors, consultants, and third-party administrators to ensure efficient plan administration.

  • Manage open enrollment process by creating and implementing a project plan, delegating tasks and creating open enrollment documentation and employee communication materials.

  • Assists with annual benefit plan renewals by providing enrollment data, reviewing plan documentation and evaluating effectiveness of plans.

  • Presents information and conducts meetings with management team and other customers as the functional area expert.

  • Overseas administration of FMLA and other medical leaves.

  • Partners with Human Resources Management on the negotiation of collective bargaining agreements, benefit contracts, and service agreements.

  • Participates in developing operational priorities, goals and objectives as they relate to benefits.

  • Responsible for leading and maintaining the City's Benefits Committee, as well as serving as an active participant on behalf of human resources on other assigned committees.

  • Coordinates and oversees complex special projects.

  • Performs additional duties as assigned.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education and Experience:

  • Bachelor's degree in public or business administration, management, personnel management or a directly related field.

  • At least 4 years progressively responsible experience in benefits administration

  • At least 2 years of supervisory and/or lead work experience.

Abilities:

  • Comprehensive knowledge of the principles, practices, and procedures of employee benefits administration; payroll administration; federal and state benefits-related laws; contract administration; labor relations; computer operations and capabilities and statistical applications

  • Ability to establish and maintain effective working relationships with employees, citizens, vendors, elected officials and City retirees;

  • Handle sensitive situations with tact and diplomacy; communicate effectively both verbally and in writing; establish and fulfill goals and objectives; direct and effectively supervise other employees;

  • Design and write specifications for employee benefits programs; to direct and effectively supervise assigned personnel and work flexible hours and weekends as required.

  • Ability to work with and interpret relational data.

  • Ability to manage multiple tasks with frequent interruptions.

  • Ability to manage multiple priorities.

Skills:

  • Strong interpersonal, analytical, decision making and supervisory skills.

  • Critical thinking and problem solving skills.

  • Skill in the use of personal computers, including spreadsheet, word processing and data base applications.

Essential Personnel:

  • When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.

Physical Demands:

  • Sedentary work lifting no more than 10 pounds

  • Occasional lifting, carrying, walking and standing

  • Frequent hand/eye coordination for operation of office equipment

  • Vision for reading and interpreting reports and data analysis and preparation

  • Frequent speech communication, hearing and listening to maintain communication with employees and citizens

Work Environment:

  • Works in a clean, comfortable environment

 Equipment Used:

  • Frequently uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines

  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment
