Hiring Range:  $91,437/annual – $102,877/annual (DOE)
Salary Range:  $91,437/annual – $137,176/annual

Position Summary: Oversees field operations and personnel of the City's on-street and off-street parking management programs, including the Rio Grande Parking Garage, commercial core paid parking, residential permit parking program, all-day parking passes, carpool parking, special parking permits, construction parking and emergency vehicle access and other selected municipal code issues consistent with the organization’s values and mission statement.

Supervision Exercised and Received: Position works under the general supervision of the Parking Director. Exercises direct supervision over the Parking Services Ambassadors and various seasonal employees.

Essential Job Functions:

Operations
•    Oversees on and off-street parking control operations for the department. Provides plans and schedules for enforcement activities to ensure consistent, accurate and proactive coverage. Ensures consistent, fair, and context-sensitive enforcement of applicable municipal codes. 
•    Coordinates all enforcement/garage maintenance and training plans. Ensures that all signage in the commercial core, residential areas and garage is consistent and accurate. Oversees routine repair/maintenance of all parking equipment, signs and facilities. Coordinates and plans the installation and annual maintenance of parking space striping both on street and in the parking garage. This includes regular parking spaces, ADA spaces, EV charging spaces, and motorcycle parking areas. Maintains enforcement and maintenance related logs. Approves the construction/emergency vehicle access-parking program applications for proper use and enforcement. Keeps Director informed regarding field operation problems, special events, code enforcement and policy/procedure exceptions. Coordinates and communicates with other City Departments regarding field operation issues.    

Financial
•    Supervises revenue collections from all parking equipment in accordance with department policy and schedule. Maintains security and follows principles and practices of good revenue control.
•    Coordinates, leads, or supports contracted maintenance and operational efforts associated with parking infrastructure, including striping, garage cleaning, and other specialized services.

Administrative
•    Actively participates as a member of the departmental management team. Assists in establishing goals, policies, and customer service standards for the department. Recommends field/garage operation improvements and procedure changes. Conducts research and evaluates alternatives related to parking field, garage and code enforcement operations. Review and process all parking citation appeals. Assists in preparing the Rio Grande Parking Garage budget. Assists the Director in preparing and monitoring field operation budget and performance measures. Contributes to short and long-term planning for parking operations, including program improvements, technology integration, and service delivery strategies. Process Parking Garage invoices for payment. Represents the department at special events, DRC and other meetings as assigned.

Supervision
•    Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions and encouraging training and development. Develop staffing schedules and ensure adequate coverage across all parking operations.

Minimum Qualifications:

Education: High School Diploma or GED equivalent. Associate’s degree or higher preferred.

Experience: Three years of increasingly responsible experience in code enforcement, customer service or parking/facility operations management.  One year of experience as a supervisor.

Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web based platforms.

Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

NOTE: This position requires a Criminal Background Check upon hire.  Employment is contingent upon successful completion of a Criminal Background Check.

Position Type and Work Hours 
•    Regular full time, hours may vary with workload. 
•    Evenings/Weekends/Holidays will occasionally (monthly) be required depending on department needs and special projects.

Work Environment 
•    Indoors: Office environment.
•    Outdoors/Off-Site: Parking locations, field activities. Meetings, trainings, and site visits at a variety of city facilities and areas.
