York Space Systems seeks a Senior Director of Proposals. The Senior Director, Proposals oversees York's entire proposal development process, providing high-level leadership, strategic direction, and quality assurance for large-scale proposals. This role involves setting standards, managing a team of proposal professionals, ensuring departmental goals are met, and collaborating across various departments to deliver winning proposals in response to client requests and RFPs This position is responsible for the overall success of a company's bid and proposal efforts, focusing on strategy, leadership, and quality to drive significant contributions to the organization's goals. The ideal candidate has a proven track record of delivering winning proposals and collaborating across various departments, including Business Development, Technical, Finance and Supply Chain teams.
The Senior Director, Proposals leads and manages a team of proposal managers, writers, graphic artists, and desktop publishers and evolves York’s capability to deliver winning proposals. He/she manages and maintains a variety of tools and data repositories such as process documentation, templates, fact sheets, and style guides.
This position is expected to exercise sound judgment within broadly defined practices and policies, regularly interact with all levels of management, staff, and internal customers, and display a high degree of tact and diplomacy. Characteristics necessary for success include business and technical vision, disciplined strategic thinking, analytical presentation and problem-solving skills, attention to detail, the ability to gain internal support, and the ability to establish and maintain collaborative working relationships. Excellent written and oral communication skills are required.
RESBONSIBILITIES
- Win new business by leading and participating in York’s proposal development efforts. Ensure development of superior York offers.
- Partner with Corporate leadership, including Business Development, Technical, Finance and Supply Chain teams, to develop superior Value Propositions and Proposals.
- Manage proposal operations staff and consultants developing proposals, RFI responses, ROM responses, white papers, and other new pursuit materials.
- Coach, and mentor the proposal operations staff to develop win strategies for each pursuit including, but not limited to, technical, management, teaming, past performance, schedule, supply chain, compliance, and pricing strategy.
- Incorporate capture-specific intelligence on the needs of customers and capabilities of competitors to develop superior value propositions.
- Participate in all pursuit reviews including Bid/No-Bid, Offer Baselines, Proposal Readiness, Pink team, Red team, Submit, and others as required.
- Maintain personal and professional integrity with the highest ethical standards.
- Appropriately staff and train the proposal development team of proposal managers, writers, graphic artists, etc. to meet needs for high priority, high value proposal opportunities.
- Interact routinely with all levels York executive leadership.
- Active participation in proposals preparation as required.
QUALIFICATIONS
- Bachelor's degree required; Master's and technical/engineering degrees preferred.
- Formal training in proposal writing and management (e.g., Shipley, APMP, other) preferred.
- 15 years of experience successfully leading large ($100M+) proposal efforts with Federal Civilian, DoD and commercial customers. Specific experience in managing the full lifecycle of large proposals.
- Proven track record of successful proposals across multiple DoD organizations and program offices.
- 10 years managing personnel and teams. Direct supervisory experience, including hiring, performance management, and directing work. Proven track record in mentoring and teaching proposal skills and processes and applying best practices.
- Proven ability to conceptualize and write compelling, marketing-oriented proposal narrative and oral presentation slides from scratch as required.
- Demonstrated working knowledge of Federal business acquisition process, the Federal Acquisition Regulation, Other Transaction Authorities, and industry standard proposal development (e.g., Shipley).
- Demonstrated success supporting strategic, complex proposals for government technology ranging in size, scope, and solicitation types.
- Leadership skills to develop, organize and motivate teams to perform highly effectively and efficiently.
- Active Top Secret/SCI security clearance desirable. Must be able to obtain a security clearance.
