Description
The Executive Director is responsible for the management, administration, planning, and leadership of the Department of Public Works (DPW). Directs all Divisions of DPW, including Highway, Fleet, Engineering, Resource Management, Customer Service, and Training and Safety.
Essential Duties/Responsibilities
- Participates as an integral member of the County’s Executive Team to develop and guide the County’s vision and strategic goals. Exhibits and promotes the County’s Core Values: service focused, collaborative, accountable, trustworthy, and transparent.
- Responsible for administering, directing, and organizing the functions of the Department of Public Works; provides fiscal oversight and planning. Establishes departmental strategies, goals, and objectives to align with El Paso County’s strategic plan and meet the needs of the organization.
- Empowers senior departmental staff by providing leadership, inspiration, motivation, professionalism, and guidance to staff; resolves issues and conflicts that surface.
- Keeps abreast of all administrative, technical, financial, legal, and innovative developments and requirements.
- Plans, develops, and implements the Department of Public Works budget.
- Provides recommendations to the Board of County Commissioners concerning the Department of Public Works.
- Attends meetings and its various advisory commissions as deemed necessary. Attends meetings with the Colorado Department of Transportation, and other local jurisdictions and entities to discuss common issues and goals.
- Speaks before a variety of local civic groups on various aspects of County government and public works-related topics. Responds to citizen complaints.
- Serves as the County's representative for various community-based organizations, boards, councils, and committees.
- Performs other duties as required.

Qualifications
Knowledge, Skills & Abilities
- Extensive knowledge of obtaining Federal Grants related to Public Improvements and coordination with Local, State, and Federal agencies.
- Extensive knowledge of research methods and techniques utilized to assemble, organize, and present statistical, financial, or factual information derived from a variety of sources.
- Demonstrated knowledge of public works, including construction, maintenance programs, fleet services, resource management, and customer service.
- Thorough knowledge of modern business methods, procedures, and trends, service area growth, and resource planning.
- Thorough knowledge of the laws, regulations, and other requirements governing public jurisdictions.
- Skilled in cultural change management principles.
- Skill in recognizing, investigating, and analyzing a variety of financial, operational, and administrative problems, developing alternatives and appropriate solutions.
- Ability to direct, organize, and coordinate the activities of others.
- Ability to effectively communicate, both verbally and in writing.
- Ability to maintain effective working relationships with Elected Officials, County Administration, County Department Directors, community stakeholders, and the public.
- Maintain regular and punctual attendance.
Required Education & Experience
- Bachelor's degree in a related field.
- Four years of related professional experience may substitute for the required degree.
- Five years of demonstrated managerial and administrative leadership experience.
- Five years of public works, construction, project management, or related experience.
Preferred Education & Experience
- Master’s degree in a related field.
- Ten years of demonstrated managerial and administrative leadership experience.
Licenses/Certificates
- Must possess and maintain a valid driver's license.
- Professional Engineer (PE) License preferred.
Pre-Employment Requirements
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions
Duties are primarily performed in an office environment; some travel is required. This position requires flexibility in being available after hours and on weekends, as needed.
