Description of Job

The CPW Deputy Director’s role is to implement CPW mission priorities, policies, procedures, State initiatives, and legislation impacting CPW. The position focuses on enhancing outdoor recreation, State Parks, and the Colorado Outdoors Strategy, as well as agency operations to ensure implementation. As such, this position will serve as the leader in CPW’s work to expand recreational opportunities in Colorado, including expanding and adding new state parks to the system.

The position provides leadership, management and oversight of ongoing operations within CPW; represents CPW and the Director in various public bodies and stakeholder groups and advises the CPW Director on policy development; supervises the Assistant Director of Field Services, the four Region Managers and other work units as assigned; and leads internal employee engagement and communication efforts within the organization. Specific duties include but are not limited to:

  • Provides leadership, management and oversight for ongoing operations at CPW.
  • Devises strategic and operational goals, new or modified agency policies and administrative directives, and the implementation of the strategic goals in collaboration with the CPW Director, the DNR Executive Director’s Office, and the leadership team. 
  • Supervises the Assistant Director for Field Operations, who is also the Chief of Law Enforcement at CPW. Provides oversight and leadership for public safety and law enforcement implementation.
  • Monitors progress towards goals. 
  • Makes recommendations to the CPW Director for the development of budgets and allocation of fiscal and human resources.
  • Represents CPW and the Director at a wide variety of meetings and to a wide variety of organizations which include but are not limited to internal employee working groups, branch meetings, and management meetings as well as external national and Colorado-based federal, state and local governments; advocacy groups; roundtables; and other public bodies. 
  • Provides representation at these meetings with groups to develop and maintain positive relationships with affected stakeholders. 
  • Maintains accessibility, responsiveness, and productive relationships with stakeholders, others in the Department, and others outside the Department to constructively and positively address and resolve conflicts.
  • Serves as the direct supervisor for Management which includes Assistant Director of Field Services, the Assistant Director for Outdoor Recreation and Lands, the four Region Managers, and all associated functions and programs. 
  • Supervises other functions and positions in the organization as assigned. 
  • Sets overall performance goals, strategic direction, procedures and practices, activities, creates individual work plans and assignments, sets goals and objectives, evaluates work performance, and issues corrective or disciplinary action as necessary.
  • Works collaboratively with Human Resources, the CPW Director, the CPW Leadership Team, and CPW managers to provide leadership and oversight for employee performance and engagement efforts to ensure employee activities are aligned with CPW’s mission. 
  • Leads outdoor recreation, State Parks, and Colorado Outdoor Strategy in coordination with the Director.
  • Leads special initiatives and projects as assigned by the Director to further CPW’s mission.
  • Other duties as assigned.

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

 

MINIMUM QUALIFICATIONS:  
General experience: Experience in one or more of the following areas: natural resource management, public administration, public land management, conservation, outdoor recreation, ecosystem management, biology, or  a closely related field.
AND
Progressive experience: At least six years of professional experience in an occupational field related to the work assigned to the position, which must include at least two years of managing multiple work units through subordinate level staff, and two years of experience with public administration or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives. 

Substitutions:

  • Additional appropriate education will substitute for the required general experience on a year-for-year basis.

Preferred Qualifications

  • At least six (6) years of progressive responsibility in a field related to parks and/or wildlife management, natural resource management, outdoor recreation, or public administration or service

  • Knowledge of and the ability to innovate in the emerging trends and issues related to wildlife, parks, outdoor recreation, public safety, conservation and related fields

  • Experience managing employees, providing leadership and direction, establishing strategies, goals and objectives

  • Experience managing and supervising multiple levels of work units

  • Demonstrated experience in network building and working with diverse stakeholders while navigating natural resource, outdoor recreation, parks and/or wildlife issues

  • Demonstrated understanding of public safety and law enforcement trends, especially in a natural resource management context

  • Demonstrated experience, knowledge of and commitment to employee engagement and inclusion best practices

  • Demonstrated experience conducting on-the-ground and operational work in parks management, wildlife management, outdoor recreation management, conservation or a related field

Conditions of Employment

  • Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.
  • Travels is required which includes statewide overnight stays 2-6 times per month and national travel 2-6 times per year.

This position is exempt from the classified personnel system as it falls under the exemption provisions of article XII, section 13(2)(a)(XI) and (XII) of the constitution and §24-50-135(4), C.R.S. The position is not governed by the selection processes of the classified personnel system and is an at-will position.
