Department Information

The Colorado Department of Military & Veterans Affairs (DMVA) has three major operational divisions:  Army and Air National Guard, Civil Air Patrol, and Veterans Affairs.  These divisions utilize state and federal resources to provide our communities, state, and nation with a ready military force for national defense and state emergency response as well as providing assistance to our Colorado Veterans.

Description of Job

The primary purpose of this position is to coordinate, plan, manage, and execute legislative activities impacting the Department of Military and Veterans Affairs (DMVA) and engaging in all public information functions either directly or through supervision of work unit employees. This position serves in a non-certified position that is considered at-will and may be terminated at any time with or without cause. Specific duties include, but are not limited to:

  • strategic outreach, relationship development, and all marketing/public outreach related to legislative priorities in support of the Colorado Department of Military and Veterans Affairs;
  • support DMVA with a focus on public information activities which impact all state employees and divisions;
  • communicate with the Governor's legislative liaison and public information officer through relationship development and addressing queries;
  • develop relationships, communicate and address queries from members of the State Legislature;
  • develop relationships, communicate and address queries from Colorado federal congressional delegation offices;
  • identify points of contact and communicate with Colorado active duty installations;
  • support the state Division of Veterans Affairs with public information activities aimed at state veterans and veteran service organizations;
  • support the Division of the Civil Air Patrol with public information activities;
  • support department leadership in development and execution of legislation at the state and federal level to further the goals of the organization;
  • monitor state and federal hearings and legislative processes that may impact the department;
  • generate support with in the Colorado General Assembly and the Federal Legislature to support Department objectives;
  • proactively communicate, via multiple methods, departmental activities in order to foster better relationships with out customers and stakeholders, including but not limited to a quarterly legislative newsletter and press releases;
  • develop a communications strategy nested with the Governor, TAG, DVA, and Army/Air messaging with a primary focus on state activities including those National Guard domestic response efforts that benefit Colorado citizens;
  • work holistically within the DMVA and partner with the federal public affairs office to ensure adequate coverage and marketing of Department activities throughout Colorado in order to improve department image, visibility, and capabilities both within and outside the department; and
  • actively market departmental news and activities to members of the media.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience:

  • At least six years of direct legislative and/or public relations experience.      

OR

  • College degree in government, political science, marketing and/or public affairs. (Attach unofficial or official transcripts to your on-line application.  Failure to do so could result in elimination from the recruitment process.)
  • Two years of direct legislative and/or public relations experience.

OR

  • At least four years of direct legislative and/or public relations experience.
  • Two years of service in the Colorado National Guard.

OR

  • College degree in government, political science, marketing and/or public affairs.  (Attach transcripts to your on-line application.  Failure to do so could result in elimination from the recruitment process.)
  • One year of direct legislative and/or public relations experience.
  • One year of service in the Colorado National Guard.

AND

  • Must have exceptional oral and written communication skills.
  • Proficient with Microsoft Office products.
  • Proficient with social media and digital marketing tools.
  • Proficient with Adobe Creative Cloud.

Preference:
Preference will be given to those who meet the requirements listed above and have their Master's degree in a related area. (Please attach your official/unofficial transcripts to meet the preference requirement.)

Conditions of Employment:

  • A pre-employment criminal background check will be conducted as part of the selection process to work in a military environment.  Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position.
  • Valid and Current Colorado Driver's License.
