The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $65,523.00 – $108,113.00. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site 3 days per week and off-site as needed. At this time, the Office of Climate Action, Sustainability and Resiliency only requires 2 days in office at the Wellington Webb Municipal Building due to space constraints. Employees must work within the state of Colorado on their off-site days.

As the Contract Administrator you will perform professional level work developing, implementing, and monitoring requests for proposals and contracts for CASR and the City. This position manages contracts and professional service agreements for performance requirements and evaluates overall vendor performance and assists CASR staff with requests for proposals (RFPs) and other procurement related work.

Specifically, in this position you will:

  • Perform contract development and management in the City’s system of record (Jaggaer). Assist in administering contracts for compliance and expenditures.

  • Act as a liaison to the City Attorney’s Office, follow prospective contracts throughout the review process, and coordinate actions for contract compliance and/or breach of contract situations.

  • Perform some or all of the elements of lead work including, planning, assigning, and reviewing work assignments; provide training on contract administration techniques, policies and procedures; and resolve problems encountered during daily operations.

  • Maintain a tracking system of contract files throughout the term of the contract, archive all resource documents, and complete reports for management on contractor performance.

  • Make presentations to contractors, city department personnel, CASR leadership and public interest groups and provide general information on contract policies and procedures to relevant stakeholders.

  • Provide technical guidance to staff and contractors, recommend, coordinate, and improve the implementation of policies and procedures for assigned functions, and assist and/or lead in developing new policies and procedures.

  • Review proposals from RFPs including financial and other information submitted. Lead and/or facilitate vendor selection processes/committees and develop and oversee evaluation parameters.

  • Assist with generation of scope of work and request for proposal documents and negotiate the final terms of contracts, which includes developing expenditure agreements, and managing contracts of specific vendors, services, or construction projects.

  • Help implement procedures and train on evaluating effectiveness of contract compliance, ensure compliance with applicable laws, fiscal rules, regulations, and policies, and assist in establishing processes and controls to ensure compliance.

  • Recommend and coordinate the implementation of agency level contracting policies and procedures for assigned functions and assist in developing new policies and procedures.

  • Performs other job-related duties as assigned.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Knowledge of various types of contracts, techniques for contracting or procurement, and contract negotiation and administration.

  • High proficiency in all Microsoft applications including Excel, Word, PowerPoint, and Teams.

  • At least three years of experience facilitating numerous publicly advertised bids/procurement processes for goods and services.

  • Strong written and oral communications skills, time management and excellent customer service.

  • Desire and ability to work with multiple business units and diverse teams to continuously innovate and improve business workflows and use data to inform program and strategic decisions.

  • Understanding of the concepts of institutional and structural racism and bias and their impact on under resourced communities. A proven ability to work with a diverse team, creating an atmosphere of trust and inclusiveness.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Business Administration, Public Administration, Political Science, Management, or a related field.

  • Experience Requirement: Three (3) years of professional experience performing contract negotiation, contract administration, or conducting research and analysis in an area such as budget, compliance issues, or accounting.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: None.
